农地整理对西双版纳州勐宋项目区农户福利的影响研究

【摘要】：提高农业产出率、保障粮食安全、增加农户福利是农地整理的重要目标。农户,作为农地的拥有者和直接使用者,其基本特征及对农地整理政策认知直接影响农地的有效利用。因此,通过基于农户微观层面来评价农地整理绩效能更好体现农地整理的实施效果,对探讨农地整理项目实施效果及其影响因素具有重要的现实意义和理论意义。以西双版纳州勐宋农田整治项目为研究区域,基于农户问卷调查获得一手资料,以森的可行能力方法为理论指导,构建农户福利评价指标体系,采用模糊综合评价法分别测算农地整理前后农户福利变化;运用逐步回归方法和通径原理探讨相关影响变量对农户福利变化贡献的差异;最后提出少数民族边疆地区土地整理规划建议。研究表明:(1)研究区农户对农地整理项目的认知度、参与度和对土地整理的满意度偏低。研究区农户以少数民族为主,文化水平偏低,参与公共事务能力不足,农地整理项目宣传不足,农地整理项目设计不尽合理,导致农地整理开展后,53.19%农户表示对农地整理项目不满意。(2)勐宋项目区农地整理的开展提高了农户闲暇福利水平,但总体福利呈现下降趋势。农户闲暇福利由整理前的0.361增加为整理后的0.663,增幅为83.7%;农户总福利由整理前的0.603降为整理后的0.42,福利值下降了0.183。农地整理开展后,家庭经济条件、资源禀赋及心理等福利指值均下降。(3)受教育程度、满意程度、参与程度、劳动力市场、区域变量和认知程度等六个变量对农户福利变化有显著正向影响,这些农地整理变量对农户福利有重要直接作用,且能通过控制其他变量间接影响农户福利。
[Abstract]:It is an important goal of farmland consolidation to improve agricultural output rate, ensure food security and increase farmers' welfare. As the owner and direct user of agricultural land, farmers' basic characteristics and cognition of farmland consolidation policy directly affect the effective utilization of farmland. Therefore, evaluating the performance of farmland consolidation based on the micro-level of farmers can better reflect the implementation effect of farmland consolidation, and it has important practical and theoretical significance to discuss the implementation effect of farmland consolidation project and its influencing factors. Taking the Mengsong farmland renovation project in Xishuangbanna as the research area, based on the questionnaire survey of farmers to obtain the primary data, taking the feasible ability method of Sen as the theoretical guidance, the evaluation index system of farmers' welfare is constructed. The changes of farmers' welfare before and after farmland consolidation were measured by fuzzy comprehensive evaluation method, and the difference of the contribution of relevant influence variables to the change of farmers' welfare was discussed by using stepwise regression method and path principle. Finally, the paper puts forward some suggestions on land consolidation planning in the border areas of ethnic minorities. The results are as follows: (1) the degree of recognition, participation and satisfaction of farmers on farmland consolidation projects in the study area are low. The farmers in the study area are mainly ethnic minorities, whose education level is on the low side, the ability to participate in public affairs is insufficient, the propaganda of the farmland consolidation project is insufficient, and the design of the farmland consolidation project is unreasonable. As a result, 53.19% of the farmers said they were not satisfied with the farmland consolidation project. (2) the development of farmland consolidation in Mengsong Project area improved the level of farmers' leisure welfare, but the overall welfare showed a downward trend. The leisure welfare of farmers increased from 0.361 before finishing to 0.663 after finishing, the increase was 83.7, and the total welfare decreased from 0.603 before finishing to 0.42 after finishing, and the value of welfare decreased by 0.183. After farmland consolidation, family economic condition, resource endowment and psychological welfare index all decreased. (3) education level, satisfaction degree, participation degree, labor market, etc. Six variables, such as regional variables and cognitive degree, have significant positive effects on the changes of farmers' welfare. These farmland consolidation variables play an important and direct role in farmers' welfare, and can indirectly affect farmers' welfare by controlling other variables.
