我国农业支持保护支出效率评价——以四川省为例

【摘要】：近年来,我国对农业的支持保护力度持续加大,农业支持保护政策不断完善,促进了农业生产的连年丰收、农民收入的持续增加、农村社会的和谐稳定。但是,随着我国经济发展进入新常态,经济增速放缓,财政收入增长乏力,单靠扩大财政支农的规模促进农业增效、农民增收、农村增绿的难度增大,优化农业支持保护政策、提高农业支持保护政策效能显得尤为重要。基于此,本文以四川省为例,采用DEA方法对农业支持保护支出效率进行了科学的分析与测算,提出了提升四川农业支持保护支出效率的政策建议,以期对优化四川农业支持保护政策、促进四川"三农""强富美"提供政策依据与决策参考。
[Abstract]:In recent years, the support and protection of agriculture in our country has been continuously increased, and the policy of agricultural support and protection has been continuously improved, which has promoted the successive harvest of agricultural production, the continuous increase of farmers' income, and the harmony and stability of the rural society. However, as the economic development of our country enters the new normal, the economic growth rate slows down, the fiscal revenue growth is weak, the agricultural efficiency is promoted only by expanding the scale of fiscal support for agriculture, the farmers' income increases and the rural areas become more difficult to increase green, and the agricultural support and protection policies are optimized. It is very important to improve the efficiency of agricultural support and protection policy. Based on this, this paper takes Sichuan Province as an example, uses the DEA method to carry on the scientific analysis and the calculation to the agriculture support protection expenditure efficiency, and puts forward the policy suggestion to enhance the Sichuan agriculture support protection expenditure efficiency. It is expected to provide policy basis and decision reference for optimizing agricultural support and protection policy in Sichuan and promoting "three rural areas and farmers" and "strong rich America" in Sichuan.
