河北省南和县新农村建设路径研究

【摘要】：一直以来,党和国家领导人高度重视“三农”问题。“三农”问题能否得到有效解决,成为了我国能否实现现代化的关键。我国农业基础薄弱,农村人口众多,农村社会的发展,制约着我国整体社会发展水平。因此,建设社会主义新农村是全面建设小康社会的必由之路。南和县的新农村建设,依托乡镇企业迅速发展和农业产业结构不断调整所积累的物质财富,在诸多方面取得了成效。但是,随着新农村建设的不断推进,也遇到了各种问题。为了准确了解目前南和县新农村建设存在的问题,找出合理对策,笔者综合运用多种方法进行研究。通过阅读文献资料等方式了解新农村建设的新方法、新模式,并且运用调查研究法对南和县进一步走访,掌握第一手资料和大量实践成果,细致深入的了解新农村建设的路径。最后结合所获得的资料,运用理论知识,提出问题,总结归纳出解决问题的方法。文章以南和县新农村建设路径为主题展开研究,内容围绕南和县新农村建设中“生产发展,生活宽裕,乡风文明,村容整洁,管理民主”进行,对南和县各乡镇的新农村建设工作进行实际调研,并且综合比较,总结出各乡镇的优势与不足。通过比较发现,南和县通过大力发展乡镇企业和调整农业产业结构,促进了经济发展,增加了农民收入,基本实现“生产发展,生活宽裕”。但由于种种原因,新农村建设各项内容并不平衡,区域发展也有差异,因此,如何使南和县的新农村建设工作全面、稳步开展,是摆在我们面前的一个问题。笔者以南和县各乡镇实际情况为依据、以新农村建设思想为指导,在综合了国内外理论与实践研究之后,从南和县新农村建设的现状和实情出发,总结归纳出了一条完整、可实施的建设路径,以期为南和县的新农村建设提供依据。
[Abstract]:All along, the party and state leaders attach great importance to the issue of agriculture, countryside and farmers. Whether the problem of agriculture, rural areas and farmers can be effectively solved has become the key to the modernization of our country. The agricultural foundation of our country is weak, the rural population is large, the development of the rural society is restricting the whole social development level of our country. Therefore, building a new socialist countryside is the only way to build a well-off society. The construction of the new countryside in Nanhe County, relying on the material wealth accumulated by the rapid development of township enterprises and the adjustment of agricultural industrial structure, has achieved results in many aspects. However, with the development of the new rural construction, there are also various problems. In order to accurately understand the problems existing in the construction of the new countryside in Nanhe County and find out the reasonable countermeasures, the author makes a comprehensive use of various methods to carry on the research. Through reading the literature and other ways to understand the new methods and models of new rural construction, and use the method of investigation and research to further visit Nanhe County, grasp first-hand information and a large number of practical results, meticulously and deeply understand the path of new rural construction. Finally, combining the obtained data, using theoretical knowledge, put forward the problem, summed up the solution to the problem. This paper takes the new rural construction path of Nanhe County as the theme to carry out the research, which focuses on the "production development, rich life, local civilization, clean and tidy village, democratic management" in the construction of the new countryside in Nanhe County. This paper investigates the construction of new villages and towns in Nanhe County and summarizes the advantages and disadvantages of these villages and towns. Through comparison, it is found that Nanhe County has promoted economic development, increased farmers' income and basically realized "production development, living well" by vigorously developing township enterprises and adjusting agricultural industrial structure. However, for various reasons, the contents of the new rural construction are not balanced, and the regional development is different. Therefore, how to make the construction of the new countryside in Nanhe County be carried out in an all-round and steady manner is a problem in front of us. Based on the actual situation of villages and towns in Nanhe County and guided by the idea of new rural construction, after synthesizing the theoretical and practical research at home and abroad, the author sums up a complete article from the present situation and reality of the construction of new countryside in Nanhe County. The construction path can be implemented in order to provide the basis for the construction of the new countryside in Nanhe County.
