惠州市渔民生存现状调查与对策研究

【摘要】：渔业是一个比较特殊的产业,而渔民是这个产业的生产者。研究渔民生存现状并寻找出相应对策具有重要意义。国内外专家学者对此也做了大量的研究和分析,省内外许多城市开始逐步重视解决渔民的生存问题,先后出台了关于解决渔民生存困难的实施意见,中共惠州市委员会、惠州市人民政府从推动科学发展、促进社会和谐、共建共享幸福惠州的高度,成立专门工作领导小组,由中共惠州市委政研室与惠州市海洋与渔业局联合参与调查研究破解渔民生存难问题,在进一步深入调研摸清情况、广泛吸收外地经验的基础上,研究制定了《关于解决渔民生产生活困难的实施意见》。解决惠州渔民生存难的问题有助于渔业经济的快速增长,为构建和谐社会添砖加瓦。本文在实地调研的基础上,查阅文献,分析数据,提出了惠州市渔民生存面临生产难、增收难、生活难、保障难、住房难、发展难及集体经济难的生存现状并分析相关原因。针对上述问题提出七个方面的对策建议:一是渔业管理部门完善职能职责;二是推广抗风浪深水网箱养殖,发展新型生产方式;三是加大高位池养虾发展力度,促进生产结构调整;四是推广健康养殖,保证水产品安全;五是加强扶持休闲渔业升级,增加渔业产值效益;六是依托科技支撑推行新种良法,保障基础环节;七是创建水产品加工流通环节,完善产业链条。
[Abstract]:Fishing is a relatively special industry, and fishermen are the producers of this industry. It is of great significance to study the existing situation of fishermen and find out the corresponding countermeasures. Experts and scholars at home and abroad have also done a lot of research and analysis on this. Many cities inside and outside the province have begun to pay attention to solving the survival problems of fishermen, and have successively issued implementation opinions on solving fishermen's survival difficulties. The Huizhou Municipal Committee of the Communist Party of China, From the perspective of promoting scientific development, promoting social harmony, and jointly building and sharing happiness in Huizhou, the Huizhou Municipal people's Government has set up a special work leading group. The political Research Office of the Huizhou Municipal Committee of the Communist Party of China and the Huizhou Marine and Fisheries Bureau jointly participated in the investigation and study to solve the difficult problem of fishermen's survival, on the basis of further in-depth investigation and understanding of the situation and extensive absorption of foreign experience. Studied and formulated the "opinions on the implementation of solving fishermen's difficulties in production and Life". To solve the problem of hard survival of fishermen in Huizhou is helpful to the rapid growth of fishery economy and contribute to the construction of a harmonious society. On the basis of field investigation and investigation, this paper analyzes the existing situation of fishermen in Huizhou city who are facing difficulties in production, income increase, livelihood, security, housing, development and collective economy. In view of the above problems, seven countermeasures and suggestions are put forward: first, improving the functions and responsibilities of the fishery management department; second, popularizing wind-resistant deep-water cage culture and developing a new mode of production; third, strengthening the development of shrimp cultivation in high ponds. Promote the adjustment of production structure; fourth, promote healthy aquaculture to ensure the safety of aquatic products; fifth, strengthen support for the upgrading of leisure fisheries, increase the benefit of fishery output value; sixth, rely on scientific and technological support to implement new and good laws to ensure the basic links; Seventh, the establishment of aquatic products processing and circulation links, improve the industrial chain.
