政府农业投资对我国东部地区农业生产率的影响

【摘要】：东部地区作为全国人口较为密集的地区,其土地面积只有全国土地面积的9.5%,却养活了全国37%的人口。截至2013年底,东部地区农业生产总值达到了19028亿元,约占全国农业生产总值的40%。东部地区在全国农业发展中占有举足轻重的地位,在土地资源日益紧缺的情况下,如何提高其农业生产率,增加产出已引起了学者们及国家领导人的广泛关注。本文认为,农业的发展离不开资金的支持,来自政府的农业投资是改善农业生产条件,提高农业生产率,解决“三农”问题的重要手段。本文以东部地区11个省份为样本,利用DEA-Malmquist指数对东部地区1994-2012年的农业生产率进行了测算,从而得到东部地区农业生产的TFP值。在此基础上,本文以农业TFP的累计值作为农业生产率的衡量指标,首先建立时间序列模型,从政府农业投资规模角度实证分析了政府农业投资对东部地区农业生产率的影响,实证结果显示政府农业投资确实能够促进农业生产率的提高,但其作用系数较小。其次,从投资结构角度出发,建立面板数据模型分析了各类投资对农业生产率的影响,结果显示,各农业投资项目的效用在地区间存在显著差异,就平均值来看,农业综合开发投入的弹性系数最大,平均在0.17左右,其次是支援农村生产支出;农业科技三项投入的平均作用最小,不足0.05。综上来看,政府农业投资对东部地区农业生产率的作用显著,但受政府农业投资中存在的问题的影响,政府农业投资的作用并没有得到充分发挥。本文的研究对于发现政府农业投资存在的不足,提出改进措施和建议,提升政府农业投资效率,进而提高东部地区的农业生产率,保证地区及国家经济安全具有重要的现实意义。
[Abstract]:As a densely populated area in China, the eastern region has only 9.5% of the total land area, but feeds 37% of the population. By the end of 2013, the total agricultural production value of the eastern region has reached 19.82 billion yuan, accounting for about 40% of the total agricultural production value. The eastern region occupies a pivotal position in the National Agricultural development. How to improve agricultural productivity and increase output has attracted wide attention of scholars and state leaders under the situation of increasingly scarce land resources. This paper holds that the development of agriculture can not be separated from the support of funds. Agricultural investment from the government is to improve agricultural production conditions, increase agricultural productivity and solve the "three rural" problems. In this paper, 11 provinces in the eastern region as a sample, the use of DEA-Malmquist index of agricultural productivity in the eastern region in 1994-2012 was calculated, and then get the TFP value of agricultural production in the eastern region. This paper empirically analyzes the impact of government agricultural investment on agricultural productivity in eastern China from the perspective of government agricultural investment scale. The empirical results show that government agricultural investment can promote agricultural productivity, but its coefficient of effect is small. Secondly, from the perspective of investment structure, a panel data model is established to analyze the impact of various kinds of investment on agriculture. The results show that there are significant differences in the effectiveness of agricultural investment projects among regions. On average, the elasticity coefficient of agricultural comprehensive development investment is the largest, about 0.17 on average, followed by supporting rural production expenditure; the average effect of agricultural science and technology investment is the smallest, less than 0.05. Investment plays a significant role in the agricultural productivity of the eastern region, but the role of government agricultural investment has not been fully brought into play because of the problems existing in government agricultural investment. It is of great practical significance to ensure agricultural productivity and ensure regional and national economic security.
