玉米“市场化收购”加“补贴”新机制的改革成效研究

【摘要】：2016年玉米临时收储政策正式取消,国家将政策调整为"市场化收购"加"补贴"新机制,并建立玉米生产者补贴制度。本文以总结玉米改革成效为出发点,分析了新机制产生的背景,指出存在的主要问题包括农民利益受损及威胁国家粮食安全等。本文提出玉米改革虽历经阵痛,但已经取得决定性成效,具体体现为思想基本达成共识、价格机制得以理顺、市场主体活力增强以及农民基本利益得到保障。在粮食流通改革、发展转型升级的关键之年,要坚定保持战略定力与历史耐心,继续深化玉米改革,通过调整结构激活产业链条,要对农民加强指导与培训,拓宽其增收渠道,并把科技创新作为解决问题的根本出路。
[Abstract]:In 2016, the temporary corn storage policy was formally cancelled, and the state adjusted the policy to a new mechanism of "market-oriented acquisition" and "subsidies", and established a corn producer subsidy system. Based on the summary of the effect of maize reform, this paper analyzes the background of the new mechanism, and points out that the main problems include the damage of farmers' interests and the threat to national food security. This paper puts forward that the reform of maize has achieved decisive results though it has experienced pains, which is embodied in the basic consensus of thought, the straightening out of the price mechanism, the enhancement of the vitality of the main body of the market and the protection of the basic interests of the farmers. In the critical year of grain circulation reform and development transformation and upgrading, it is necessary to firmly maintain strategic determination and historical patience, continue to deepen corn reform, activate the industrial chain through structural adjustment, strengthen guidance and training for farmers, and broaden their income channels. And scientific and technological innovation as the solution of the fundamental way out.
