资源禀赋与农业现代化路径选择:来自国外的经验借鉴

【摘要】：弗农·拉坦通过大量的实证分析,证明农业增长受资源禀赋制约,并根据农业资源禀赋的不同丰裕程度提出实现农业现代化的3种不同模式,即机械化主导模式、技术主导模式、交错发展模式,美国、日本、法国分别是3种模式的典型代表,3国农业现代化发展模式虽然不同,但在科研技术投入、农业合作组织建设、农业补贴、技能培训等方面都十分重视。我国农业存在资源禀赋空间分布差异大、基础薄弱、农民文化程度低、农业合作组织少等问题,政府应借鉴国外成功经验,从优化农业区划、推进农业供给侧结构性改革、强化农民技能培训、完善农资储备体系、健全农业合作组织等方面努力,切实推进农业现代化发展。
[Abstract]:Vernon Rattan proves that agricultural growth is restricted by resource endowment through a lot of empirical analysis, and puts forward three different modes of realizing agricultural modernization according to the different abundance degree of agricultural resource endowment, that is, the dominant mode of mechanization. The technology leading mode, the staggered development model, the United States, Japan and France are the typical representatives of the three models respectively. Although the three countries' agricultural modernization development models are different, but in scientific research and technology investment, agricultural cooperation organization construction, agricultural subsidies, Skills training and other aspects are very important. There are some problems in agriculture in our country, such as great difference in spatial distribution of resource endowment, weak foundation, low education level of farmers and less agricultural cooperative organization. The government should draw lessons from the successful experience of foreign countries and promote the structural reform on the supply side of agriculture by optimizing agricultural regionalization and promoting the structural reform on the supply side of agriculture. We should strengthen the training of farmers' skills, improve the reserve system of agricultural materials, and improve agricultural cooperation organizations, so as to promote the development of agricultural modernization.
