河南省生态型农民合作组织研究

【摘要】：党的十八大报告开创性的将生态文明设置为独立篇章,标志着“新常态”下从社会主义现代化建设总布局的新高度对生态文明建设进行系统、科学阐述并且开展制度的顶层设计,相关举措充分彰显出我们党更加清晰、更加深化、更加系统的认识并规划中国特色社会主义现代化建设;我们党提出从“五位一体”新高度来协调统筹生态文明建设与发展,尤其彰显出对中华民族负责、对子孙后代负责、对世界发展负责的历史责任与使命。奋力实现中华民族伟大复兴“中国梦”,我们既要为子孙后代们留住“绿水青山”,又要满足当代人对“金山银山”的需求,可是怎样做才能实现统筹生态建设与经济发展的“美丽中国梦”呢?在实践中自觉注重生态文明建设、树立环境保护意识是破难解困的必备法宝。当前,农村生态危机日益严峻,农村面临环境污染、资源匮乏、人口膨胀等巨大压力,农村生态文明建设任务艰巨、举步维艰。但是从全局利益考虑,从长远发展来看,农村生态文明建设责任重大、使命光荣、意义深远。因此,在广大农村地区,应当注重培育生态文明意识、积极树立生态文明思想、着力规范生态文明制度、切实加强生态文明教育,努力在农村生态文明进程中打出一套全面、系统的“生态组合拳”。传统型农民合作组织作为农民群众自发组成的经济合作组织,具有覆盖范围广、辐射能力强、组织性较高等特点,同时也伴生着农业生产方式过于粗放、资源浪费严重且消耗量大、环境污染日益加剧等问题。生态文明视野下的生态型农民合作组织是在原有农民合作组织的职能基础之上,开创性的将生态文明的理念、政策、举措纳入到自身职能范围之内,通过宣传、引导、教育等举措,在实践中引领传统农业生产方式向集约节约、环境友好、生态保护型发展模式转变的农民组织。由于生态型农民合作组织具有源于基层农村、立足农业生产、服务农民需求、关注生态保护等特点,因而农民合作组织天然是农村生态文明建设的载体与实施主体。本文通过研究国内外学者关于生态文明的最新成果,结合河南省商水县四季鑫种植农民合作社的发展实例进行分析,对比、借鉴国内外农民合作组织发展经验与模式,进而从国家制度层面与合作组织自身的角度提出对策,以期将生态型农民合作组织发展成为国家生态文明政策的执行者、基层生态文明制度的发起人、农民生态文明思想传播的宣传员、农村生态意识培养的生力军。

But how can we achieve the overall ecological construction and economic development of the "beautiful Chinese Dream"? In practice, it is necessary to pay attention to the construction of ecological civilization and establish the consciousness of environmental protection. At present, the rural ecological crisis is increasingly severe, the countryside is facing environmental pollution, lack of resources, population expansion and other huge pressure, the task of rural ecological civilization construction is arduous and difficult. But in view of the overall interests and the long-term development, the rural ecological civilization construction has great responsibility, glorious mission and far-reaching significance. Therefore, in the vast rural areas, we should pay attention to cultivating the consciousness of ecological civilization, actively establish the idea of ecological civilization, focus on standardizing the system of ecological civilization, earnestly strengthen the education of ecological civilization, and strive to create a comprehensive set of ecological civilization in the process of rural ecological civilization. The systematic "ecological combination". As an economic cooperation organization formed spontaneously by the peasants, the traditional peasant cooperative organization has the characteristics of wide coverage, strong radiation capacity, high organization, and so on. At the same time, the agricultural production mode is too extensive. The waste of resources is serious and the consumption is large, the environmental pollution is worsening day by day and so on. The ecological peasant cooperative organization under the view of ecological civilization is based on the function of the original farmer cooperative organization, and creatively brings the idea, policy and measure of ecological civilization into the scope of its own function, through propaganda and guidance, In practice, education and other measures lead the traditional agricultural production mode to intensive economy, environmental friendly, ecological protection mode of development of the transformation of farmers' organizations. Because the ecological farmers' cooperative organization is originated from the grass roots countryside, it is based on the agricultural production, serves the farmer's demand, pays attention to the ecological protection and so on, therefore, the farmer cooperative organization is the carrier and the implementation main body of the rural ecological civilization construction naturally. By studying the latest achievements of scholars at home and abroad on ecological civilization, combining with the development examples of Seixin Peasant Cooperative in Shangshui County, Henan Province, this paper analyzes and compares the development experiences and models of farmers' cooperative organizations at home and abroad. And then put forward the countermeasures from the angle of the national system and the cooperative organization itself, in order to develop the ecological farmer cooperative organization into the executor of the national ecological civilization policy and the initiator of the grass-roots ecological civilization system. The propagandists of farmers' ecological civilization and the fresh troops of rural ecological consciousness cultivation.
