新疆昌吉州草畜联营合作社绩效评价研究

【摘要】：在包括新疆在内的我国广大草原牧区,草原畜牧业已成为增加农牧民收入,实现农业可持续发展的重点支柱产业。但在其发展过程中,草原牧区的生态保护和牧区农牧民的增收之间的矛盾也越来越突出,并随之暴露出了许多新问题。由此,如何使其实现可持续发展也越来越受到人们的重视,并不断尝试各种创新解决途径。其中,牧区农牧民自主建立的形式多样化的合作社已经成为一种重要形式。在此背景下,农牧结合特点突出的新疆昌吉州于2012年率先成立了草畜联营合作社,并取得了初步成效。随着这一新型组织模式的发展壮大,如何全面、客观地评价其运营管理状况也就显得尤为重要,拥有一套科学的绩效评价体系将具有重要的现实意义。本文首先以马克思主义合作经济理论、交易费用理论、产权理论、产业组织理论及制度创新理论等作为主要理论分析工具,探讨了合作社制度的特性,分析了研究主体的形成动因。其次,从产生背景、组织管理模式、创建类型及取得的初步成效等几个方面论述昌吉州草畜联营合作社的发展现状。在此基础之上,结合草畜联营合作社的实际运营状况,在“三重绩效”理论的基础之上,初步构造了针对其组织绩效评价的体系框架,并利用因子分析法,根据实地调研数据对该评价体系进行了验证,结果表明:该体系是较合理的。然后,通过抽取14家草畜联营合作社作为样本对象开展实证探讨,研究结论证实:大部分合作社的绩效水平都可以达到及格,但组织建设还有许多亟需完善之处,有较大的提升空间,并且其运营绩效水平也呈现出一定的发展特征。根据绩效评价结果,本文对影响合作社绩效水平的各因素进行了分析,并总结出合作社目前发展所面临的主要问题。最后,就加快草畜联营合作社健康发展提出了几点切实可行的对策建议:加强金融支持,增加科技投入,发挥规模优势,强化组织管理,完善利益分配,推动产业融合。
[Abstract]:In the vast grassland pastoral areas including Xinjiang grassland animal husbandry has become the key pillar industry to increase the income of farmers and herdsmen and to realize the sustainable development of agriculture. However, in the process of its development, the contradiction between the ecological protection of grassland and pastoral areas and the increase of income of farmers and herdsmen in pastoral areas is becoming more and more prominent, and many new problems have been exposed. Therefore, people pay more and more attention to how to realize sustainable development and try various innovative solutions. Among them, the farmers and herdsmen in pastoral areas established a diversified form of cooperatives has become an important form. Under this background, Xinjiang Changji Prefecture, which has outstanding characteristics of combining agriculture and animal husbandry, took the lead in setting up the grass and livestock joint cooperative in 2012, and achieved preliminary results. With the development of this new organizational model, it is very important to evaluate the operation and management situation objectively and comprehensively. It is very important to have a set of scientific performance evaluation system. Firstly, this paper discusses the characteristics of cooperative system with Marxist cooperative economic theory, transaction cost theory, property right theory, industrial organization theory and institutional innovation theory as the main theoretical analysis tools. The formation motivation of the research subject is analyzed. Secondly, this paper discusses the current situation of the development of the livestock joint cooperative in Changji from the following aspects: the background, the organization and management model, the types of establishment and the initial results achieved. On this basis, combined with the actual operation of the grass and livestock cooperatives, and on the basis of the theory of "triple performance", this paper constructs a preliminary system framework for the evaluation of its organizational performance, and makes use of the factor analysis method. According to the field investigation data, the evaluation system is verified and the results show that the system is reasonable. Then, through taking 14 grass and livestock cooperatives as sample objects to carry out empirical study, the conclusion of the study proves that most cooperatives' performance level can reach a pass level, but there are still many areas that need to be improved in organizational construction. There is a large room for improvement, and its operational performance level also presents certain development characteristics. According to the results of performance evaluation, this paper analyzes the factors that affect the performance level of cooperatives, and summarizes the main problems facing the development of cooperatives at present. Finally, some feasible countermeasures are put forward to speed up the healthy development of grass and livestock cooperatives: strengthening financial support, increasing investment in science and technology, giving full play to the advantages of scale, strengthening organization and management, perfecting the distribution of benefits, and promoting the integration of industries.
