【摘要】：正国际社会在多年的反贫困实践中越来越关注贫困人群主体性的问题,将之作为能否有效、持续对抗贫困的关键。形成这一认识的重要原因在于,经历了各种反贫困策略的演变,从福利和慈善到向贫困地区单项输入技术和资金甚至是大规模地开发式扶贫发展,人类在与贫困做斗争的过程中依然障碍重重,在反思以往反贫困实践的种种问题中人们认识到,
