江西省分宜县农地适度规模经营研究

【摘要】：随着我国经济社会的不断发展,农业发展的环境有了很大变化,家庭联产承包责任制的问题逐渐显露,围绕农业生产经营模式的变革成为各界关注热点。在邓小平农业发展“两个飞跃”思想的指导下,我国从20世纪80年代开始进行农地适度规模经营探索,取得了良好成效。当前,农地适度规模经营已成为我国农业改革发展的政策选择,全国各地掀起农地适度规模经营发展的热潮。本论文就是在上述背景下展开的,本文首先介绍了农地适度规模经营的理论基础及其在国内外的产生和发展,然后具体针对分宜县的自然、社会和经济条件,分析了在分宜县发展农地适度规模经营的影响因素,并在此基础上构建了分宜县农地适度规模经营的模式,最后针对分宜具体情况就农地适度规模经营的对策与建议进行了探讨。研究表明农地的小规模分散经营向农地适度规模经营演进,是我国社会经济发展到一定阶段的必然产物,发展农地适度规模经营是重要的、必要的。农地适度经营规模是一个动态概念,它并非一个确定值,在不同自然社会经济条件下其适度值不同。目前,江西省分宜县推进农地适度规模经营的条件已基本具备。根据既必要又可能的原则,分宜县当前适度规模经营的适宜标准为户均0.64公顷(9.56亩)左右,未来农地适度规模将在3.33—6.67公顷(50—100亩)左右。分宜县农地适度规模经营应采取多样化模式。从长远来看,家庭农场模式将是分宜县农地适度规模经营的发展方向。本论文的研究对促进分宜县农业生产方式转变,农村经济社会健康发展,具有一定的参考价值;同时也为经济欠发达地区推行农地适度规模经营提供参考。
[Abstract]:With the development of economy and society in our country, the environment of agricultural development has changed greatly, the problem of household contract responsibility system has been gradually revealed, and the reform of agricultural production and management mode has become the focus of attention from all walks of life. Under the guidance of Deng Xiaoping's thought of "two leaps" in agricultural development, China began to explore the moderate scale management of agricultural land in the 1980s and achieved good results. At present, the moderate scale management of agricultural land has become the policy choice of agricultural reform and development in our country, and the upsurge of moderate scale management of agricultural land has been raised all over the country. This paper is carried out under the above background. This paper first introduces the theoretical basis of moderate scale management of agricultural land and its emergence and development at home and abroad, and then specifically aims at the natural, social and economic conditions of Fanyi County. This paper analyzes on the factors influencing the development of moderate scale management of farmland in Fanyi County, and on this basis, constructs the mode of moderate scale management of farmland in Fanyi County. Finally, the countermeasures and suggestions on appropriate scale management of agricultural land are discussed. The research shows that the evolution from small scale decentralized management of farmland to moderate scale management of farmland is the inevitable outcome of the development of our country's social economy to a certain stage, and it is important and necessary to develop the moderate scale management of agricultural land. The appropriate management scale of farmland is a dynamic concept, which is not a definite value, and its moderate value is different under different natural social and economic conditions. At present, Jiangxi Province Fanyi County to promote the appropriate scale of farmland management conditions have been basically available. According to the principle of necessity and possibility, the suitable standard of moderate scale management in Yixian county is about 0.64 ha (9.56 mu) per household, and the appropriate scale of farmland in the future will be about 3.33-6.67 ha (50-100 mu). The moderate scale management of farmland in Fanyi County should adopt diversification mode. In the long run, the family farm model will be the development direction of moderate scale management of farmland in Fanyi County. The study of this paper has some reference value for promoting the transformation of agricultural production mode and the healthy development of rural economy and society in Feiyi County, and also provides a reference for the implementation of moderate scale management of agricultural land in underdeveloped areas.
