上海文化创意产业效率评价研究

【摘要】：文化创意产业已成为发达国家的“第四增长极”和软实力的体现,它正在逐步改变我国城市的产业结构,对实现我国经济增长方式的转变和可持续发展具有重要意义。作为新型产业的重要组成部分,目前,文化创意产业已经被定义为是上海现代服务业发展的重要一环,并将发展文化创意产业纳入了现代服务业发展“十二五”规划。对上海文化创意产业发展现状及效率分析,提出上海市发展文化创意产业的对策建议,不仅可以促使上海文化创意产业突破发展的瓶颈,还可以推进上海经济结构转型,从而促进经济快速增长。文章第一部分是理论研究部分,首先介绍了文化创意产业的定义、特征和内部构成,对比分析了国内外关于文化创意产业的界定；其次,在研究了一系列效率评价方法的基础上,对比各自优缺点,选择了DEA模型作为本文的效率评价方法。文章第二部分是实证分析部分,首先对上海文化创意产业进行了发展现状及问题分析,通过对产出规模及集群状况的研究,得出上海文化创意产业在发展中存在产业竞争力不足、行业发展不平衡、园区同质化、政策不合理等问题；其次,通过建立创意指数指标体系,构建DEA效率评价模型,将上海文化创意产业置于与其他17个城市对比之中,发现上海文化创意产业发展是无效率的,存在较大的投入冗余和产出不足。文章第三部分是对策建议分析,结合实证部分得到问题和效率结果,提出上海文化创意产业发展的对策建议。
[Abstract]:The cultural and creative industry has become the embodiment of developed countries "fourth growth pole" and soft power, it is gradually changing the industrial structure of our country city, has important significance to realize the transformation of China's mode of economic growth and sustainable development. As an important part of the new industry, at present, the cultural and creative industries has been defined as the development of modern service industry in Shanghai is an important part of the development of cultural and creative industries in the development of modern service industry in 12th Five-Year "planning. On analysis of the development status and efficiency of Shanghai cultural and creative industries, puts forward countermeasures and suggestions to the development of cultural and creative industries in Shanghai City, we can not only promote the Bottleneck Breakthrough in the development of Shanghai cultural and creative industries, can also be promote the transformation of the economic structure of Shanghai, so as to promote rapid economic growth.
The first part is theoretical study, first introduced the definition of cultural and creative industries, characteristics and internal structure, comparative analysis of the definition of cultural and creative industries at home and abroad; secondly, based on a series of efficiency evaluation methods, comparing their advantages and disadvantages, DEA model is selected as the efficiency evaluation method in this paper. The second part is the empirical analysis part, the first analysis of the current situation and problems in the development of cultural and creative industries in Shanghai, through the research on the scale and cluster status, the cultural and creative industries in Shanghai are lack of competitiveness in industry development, industry development is not balanced, Park homogenization, policy is not reasonable; secondly, through the establishment of creative index index system, constructing DEA efficiency evaluation model, the Shanghai cultural and creative industries in the city compared with the other 17, the Shanghai cultural and creative The development of Italian industry is inefficient. There are large input redundancy and insufficient output. The third part is the analysis of countermeasures and suggestions. Combined with the empirical part, we get the problems and efficiency results, and put forward the countermeasures and suggestions for the development of Shanghai's cultural and creative industries.
