【摘要】：文化产业被称为是21世纪的朝阳产业，近年来在全球发展迅速，具有无限的增值潜力，己被越来越多的国家作为提高综合国力的战略性产业。在河北省文化产业加速发展的背景下，文化产业的投融资给河北文化产业的发展带来了强劲动力，因此学术界越来越关注文化产业，也开始重视对文化产业投融资的分析和研究。目前学者较多的是从机制、问题等方面对文化产业投融资做定性分析，而利用相关模型做定量分析的研究较少。本文选择利用2009年~2011年的数据，运用典型相关分析和数据包络分析相结合的方法，试图剔除指标相关性对数据包络分析结果的影响，测度河北省文化产业投融资的效率水平，研究能够充分反映出文化产业投融资整体发展的资源利用情况，，为政府制定相关政策以促进文化产业发展提供了理论上的支持。本文基于典型相关分析和数据包络分析法研究河北省文化产业的投融资效率，是区别于绝大部分对文化产业投融资定性分析的一种定量分析方法。首先，对文化产业的概念范围进行界定，从五个不同的角度，横、纵两个方面来分析河北省文化产业的发展现状，并对河北省投融资的内涵、主体以及方式等基本内容进行了介绍，进而对河北省投融资的现状进行了详细的说明。然后将文化产业增加值和利润总额作为输出指标，对文化产业的固定资产投资、财政支出和对文化产业的的项目支出作为输入指标，选取2009~2011年29个省市的数据对全国文化产业投融资效率进行CCA-DEA分析。通过典型相关分析，剔除指标间的相关性并得到典型相关变量，再用此进行DEA分析。对实证分析得出的结果，分别从技术效率、纯技术效率以及规模效率三个方面对各省市的文化产业投融资效率进行排名，通过横向和纵向比较，重点分析河北省文化产业的投融资效率。最后结合实际，针对河北省文化产业的投融资效率现状，给出河北省文化产业发展中一些具有可行性的、可操作性的对策建议。本文通过实证分析，得出相应结果如下: 29个省市的技术效率整体普遍偏低，大部分都处于相对无效率的状态，综合技术的无效率是由纯技术效率低下和规模效率低下共同引起的。从各省市文化产业的规模报酬情况来看，文化产业的规模无效率主要是因为规模过小造成的。
[Abstract]:Cultural industry is known as the sunrise industry in 21th century. In recent years, it has developed rapidly in the world and has unlimited value-added potential. More and more countries have been regarded as the strategic industry to improve the comprehensive national strength. In the context of the accelerated development of the cultural industry in Hebei Province, the investment and financing of the cultural industry has brought a strong impetus to the development of Hebei cultural industry. Therefore, the academic circles pay more and more attention to the cultural industry, and begin to pay more attention to the analysis and research on the investment and financing of the cultural industry. At present, most scholars do qualitative analysis on the investment and financing of the cultural industry from the aspects of mechanism, problems and so on. However, there is less research on quantitative analysis by using relevant models. This paper chooses to use the data from 2009 to 2011 and uses the method of canonical correlation analysis and data envelope analysis to try to eliminate the influence of index correlation on the result of data envelope analysis. To measure the efficiency level of Hebei cultural industry investment and financing, the research can fully reflect the overall development of cultural industry investment and financing resources utilization. It provides theoretical support for the government to formulate relevant policies to promote the development of cultural industry. Based on canonical correlation analysis and data envelopment analysis, this paper studies the investment and financing efficiency of cultural industry in Hebei Province, which is different from most of the qualitative analysis of cultural industry investment and financing. First of all. To define the scope of the concept of cultural industry, from five different angles, horizontal, vertical two aspects to analyze the development of cultural industry in Hebei Province, and the connotation of investment and financing in Hebei Province. The main body and the way of basic content are introduced, and then the present situation of investment and financing in Hebei Province is explained in detail. Then, the added value and total profit of cultural industry are taken as the output index. Fixed assets investment, financial expenditure and project expenditure on cultural industry are input indicators. The data of 29 provinces and cities from 2009 to 2011 are selected to analyze the investment and financing efficiency of cultural industry in China by CCA-DEA. Remove the correlation between the indicators and get the typical correlation variables, then use this to carry on the DEA analysis. The results of the empirical analysis, respectively, from the technical efficiency. Pure technical efficiency and scale efficiency of the three aspects of the provinces and cities of cultural industry investment and financing efficiency ranking, through horizontal and vertical comparison, focus on the analysis of Hebei Province cultural industry investment and financing efficiency. In view of the present situation of the investment and financing efficiency of the cultural industry in Hebei Province, some feasible and operable countermeasures and suggestions are given in the development of the cultural industry in Hebei Province. Through empirical analysis, the corresponding results are as follows: The technical efficiency of 29 provinces and cities is generally low, most of them are in the state of relative inefficiency. The inefficiency of comprehensive technology is caused by low efficiency of pure technology and low efficiency of scale. The scale inefficiency of the cultural industry is mainly caused by the small scale.
