【摘要】：新世纪以来,文化水平已经成为全球范围内衡量一个国家综合实力的重要标准,而其中文化产业的发展水平举足轻重。我国在1992年首次提出“文化产业”一词之后,逐步深化对文化产业的发展力度,制定并出台了一系列的文化产业政策,指导文化产业发展。在此背景下,吉林省在“十二五”期间计划将文化产业发展成为支柱产业,并对指导产业发展的产业政策进行了相关调整。笔者结合公共政策学的有关理论知识,利用比较分析与文献综述的方法,对吉林省的文化产业及文化产业政策发展历程与现状进行梳理,发现吉林省的文化产业经历了摸索,快速以及繁荣发展的三个阶段,并且分析了每一个阶段的产业发展特征,总体来说,既有的产业政策已经不能够面对新时期的产业发展新要求,表现出某些方面政策有空白,落实不到位,笼统性过强等缺陷,这将阻碍文化产业发展成为支柱产业的进行。推动文化大发展大繁荣是当前和今后一段时期我国社会发展的一项重要任务,也是吉林省产业发展的新需要。因此,笔者认为应当着力进行文化产业政策的调整,可以从深化体制改革,强化市场建设,优化产业布局等九个方面来弥补现有政策的不足,以此帮助吉林省更好更快的发展文化产业,使之早日成为吉林省的支柱产业。
[Abstract]:Since the new century, the level of culture has become an important standard to measure the comprehensive strength of a country in the world, and the level of development of cultural industry is very important. After our country first put forward the word "cultural industry" in 1992, Gradually deepening the development of cultural industry, formulating and issuing a series of cultural industrial policies to guide the development of cultural industry. In this context, Jilin Province plans to develop cultural industry into a pillar industry during the 12th Five-Year Plan period. And to guide the industrial development of industrial policy related to adjustment. Combining with the relevant theoretical knowledge of public policy, by means of comparative analysis and literature review, the author combs the development course and present situation of cultural industry and cultural industry policy in Jilin Province, and finds that the cultural industry of Jilin Province has experienced groping. Rapid and prosperous development of the three stages, and analysis of the characteristics of each stage of industrial development, in general, the existing industrial policies can no longer face the new requirements of industrial development, showing that some aspects of the policy gaps, Defects such as lack of implementation and over-generalization will hinder the development of cultural industry into pillar industries. Promoting the great development and prosperity of culture is an important task for the social development of our country at present and for a period of time to come, and it is also a new need for the industrial development of Jilin Province. Therefore, the author thinks that we should make great efforts to adjust the policy of cultural industry. In order to help Jilin province develop cultural industry better and faster, it can make up for the deficiency of existing policies from nine aspects, such as deepening system reform, strengthening market construction and optimizing industrial layout, so that it can become the pillar industry of Jilin province at an early date.
