福州动漫产业鼓励性政策之不足与改进思路

【摘要】：动漫产业政策既是一种经济政策,又是一种文化政策,具有引导、管理和服务的功能。为振兴国产动漫和弘扬民族文化,当前我国中央和地方政府出台的与动漫产业相关的政策基本上偏向于鼓励性政策。福州作为福建省会城市,其发展动漫产业有着自身的优势条件。目前福州动漫产业发展势头较好,但资金不足和高层次创作人才、经营管理人才匮乏依然是制约其发展壮大的“两大瓶颈”。文章主要探讨当前福州市动漫产业鼓励性政策的不足及其原因,并在借鉴国内外动漫产业扶持政策的基础上提出福州市政府该如何进一步完善动漫产业政策的建议,以引导本地动漫企业解决好这“两大瓶颈”,最终以动漫产业为主导实现“把福州打造成为引领海西、辐射全国的文化创意中心”目标。
[Abstract]:Animation industry policy is not only an economic policy, but also a cultural policy with the functions of guidance, management and service. The current central and local government policies related to the animation industry are basically biased towards encouraging policies. Fuzhou, as the capital city of Fujian Province, Its development of animation industry has its own advantages. At present, Fuzhou animation industry has a good development momentum, but lack of funds and high-level creative personnel, The shortage of management talents is still the "two bottlenecks" that restrict its development and growth. This article mainly discusses the insufficiency and reasons of the current encouragement policy of animation industry in Fuzhou. And on the basis of drawing lessons from the domestic and foreign animation industry support policies, the paper puts forward some suggestions on how to further improve the animation industry policy of Fuzhou Municipal Government. In order to guide the local animation companies to solve the "two bottlenecks", and ultimately take the animation industry as the leading realization of "Fuzhou to lead the Hercyon, radiation the national cultural and creative center" goal.
