海峡两岸文化创意产业发展与合作研究

【摘要】:20世纪90年代,文化创意产业以其高附加值、技术密集、高融合性、高回报率、高经济影响力、低污染、低消耗等特点,作为知识经济社会中新型财富创造形式,引起了国际社会的普遍关注与重视,并开始在英国、澳大利亚、美国等西方国家兴起。在全球化趋势不断加强、国家间竞争日趋激烈的今天,文化创意产业以其蕴涵的巨大的经济效益和社会效益,逐渐成为各国经济转型、产业升级的驱动力量,被各国作为拉动经济增长的新引擎。 面对全球化的浪潮,在两岸关系和平发展的背景下,文化创意产业也已成为两岸新兴产业的发展重点,亦为两岸竞合的下一波发展主力。 大陆的文化创意产业是在经济快速发展的过程中,在资源紧张,传统产业缺乏核心竞争力的前提下,在亟需转变经济增长方式、优化产业结构的背景下,于20世纪90年代末开始发展的。大陆的文化创意产业在经历了萌芽(1978-1991)、初步发展(1992-1997)、快速发展(1998-2004)等阶段后,已经逐渐进入优化调整的战略阶段(2005至今)。逐渐形成了“以政府引导、市场主导、企业运作”为主的,自上而下利用国家意志力广泛推进的产业发展机制,产业结构以大中型企业为主体。 台湾的文化创意产业则是于1995年为了活化地方文化、振兴地方产业而推广的“社区总体营造运动”中开始萌芽的。在经历了萌芽(1994-2002)、初步发展(2002-2007)阶段后,与大陆一样,也逐渐进入到不断进行优化调整的快速发展阶段(2008至今)。与大陆不同,台湾的文化创意产业,主要“以民间为主导,以企业为主体”,“政府”在产业发展中所起到的作用,仅仅是为民间创意的自由发挥营造良好的环境。台湾文创产业的企业结构与大陆也存在差异,以中、小企业为主体,呈现“小而美”的特点。 由此可见,两岸的文化创意产业在发展背景、发展历程、发展路径及特点方面均存在较大的差异。台湾的文化创意产业在创意、人才、研发、营销等方而具有优势,但却面临市场狭小、资金不足等问题;大陆的文化创意产业虽有着政策、资金、市场方面的优势,但也存在创意不足、缺乏市场运作经验、经营效率低的问题。两岸文创产业的发展现状恰恰形成了一种互补性。这种互补性以两岸生产要素的丰缺为基础,为两岸文创产业的合作与发展提供了前提。近年来,在各自经济转型升级的内在需求、提高自身“软实力”、谋求两岸关系进一步和平发展等多种现实原因的驱动之下,两岸均开始着手积极探讨文化创意产业的交流与合作。不仅以相关政策法规将文化创意产业提升到事关战略地位与竞争实力的高度,通过相关部门高层互访来商讨合作事宜,而且,两岸的民间组织、学术界、企业界也对文化创意产业进行了深入的研究,积极探讨合作的可能。随着两岸文创产业交流与合作的全面推进,两岸产业的合作领域不断扩大、内容和形式逐渐多样化、交流渠道和层级也不断拓展提升,两岸文化创意产业领域的合作已进入一个新的阶段。 文化创意产业“以文化为基础,以创意为核心,以产业为依托”,具月经济和文化的双重属性。因此,文化创意产业的合作不仅为两岸带来了经济效益,增加了两岸的贸易依存度,进一步密切了两岸的经济联系。而且,两岸通过共同继承、撷取中华文化博大精深、多元包容的内涵,并在其基础上融合现代科学技术,进行创新、融合与发展,在文化创意产业领域进行的一系列的合作,对于沟通两岸情感、拉近两岸距离、凝聚两岸民族向心力,实现两岸民族认同,乃至国家认同的作用也日益凸显。 因此,未来两岸应在进一步巩固密切经贸关系的同时,积极加强两岸文教领域的交流与合作。利用中华文化这一联系两岸情感的精神纽带,通过全面推进和深化两岸文化交流与合作,共同传承和弘扬中华文化;加强两岸文化贸易与产业合作,完善产业合作相关政策等举措,适时推动两岸共同商讨签订“两岸文教交流协议”,以实现两岸文化交流与合作的常态化、规范化、制度化与长期化。为最终实现两岸统一开辟出一条“文教路径”
[Abstract]:In 1990s, the cultural and creative industries with its high value-added, technology intensive, high integration, high returns, high economic impact, low pollution, low consumption, as a new form of wealth creation in knowledge economy society, caused widespread concern in the international community and attention, and in the UK, Australia, the United States rise and other western countries. In the trend of globalization continues to strengthen, the competition between countries is more and more fierce, cultural and creative industry with its great economic and social benefits, become the driving force of economic restructuring, industrial upgrading, by many countries as a new engine of economic growth.
Faced with the wave of globalization and the peaceful development of cross straits relations, cultural and creative industries have also become the focus of development of emerging industries across the Taiwan Straits, and also the main force for the next wave of competition between the two sides.
The mainland cultural creative industry is in the process of rapid economic development, in the premise of resource constraints, lack of core competitiveness of traditional industries, the need to change the mode of economic growth, optimizing the industrial structure under the background of development began in late 1990s. The mainland's cultural and creative industries after the budding, preliminary development ((1978-1991) 1992-1997), (1998-2004) the rapid development stage, has gradually entered the optimization and adjustment stage (since 2005). Gradually formed a "government guidance, market-oriented, enterprise operation", industry development mechanism from top to bottom by national willpower widely promote the industrial structure in large and medium-sized enterprises as the main body.
Taiwan's cultural and creative industries is in 1995 in order to activate the local culture, the revitalization of the local industry began to sprout and promotion of the "community empowerment movement". After the germination (1994-2002), (2002-2007) the initial development stage, and the mainland, gradually into the continuous rapid development stage adjustment (since 2008). Different from the mainland, Taiwan's cultural and creative industries, mainly on the folk oriented, with enterprises as the main body "," the government "plays a role in the development of the industry, just as creative folk free play to create a good environment. Thus, the development of cross-strait cultural and creative industries in the development background, development path and characteristics were different. Taiwan's cultural and creative industries in the creative talent, R & D, marketing, and other advantages, but the face of small market, a shortage of funds and other issues, the cultural and creative industries; in spite of policy capital market, advantages, but there are also lack of creativity, lack of experience in market operation, low operating efficiency of the problem. The current situation of the development of cross-strait cultural and creative industry is the formation of a complementary. In two shore production elements abundance based on the complementary, provides the premise for the cross-strait cultural and creative cooperation and development industry. In recent years, the internal demand of their economic transformation and upgrading, improving the "soft power", drive for the peaceful development of cross-strait relations and other practical reasons, both sides began to accumulate Most of the exchanges and cooperation in cultural and creative industries. Not only to the relevant policies and regulations will enhance the cultural and creative industries related to the strategic position and competition strength level, by the relevant departments of high-level visits to discuss cooperation, and on both sides of the civil society organizations, academia, business circles also conducted in-depth research on the cultural and creative industries, cooperation the possibility of positive study. With the comprehensive promotion of cross-strait cultural creative industry exchanges and cooperation, cross-strait industrial cooperation has been expanding, the content and form gradually diversified, communication channels and levels are constantly expanding to ascend, cross-strait cultural and creative industries in the field of cooperation has entered a new stage.
Cultural and creative industries "on the basis of culture, creativity is the core, the industry as the basis, with the dual attributes of economic and cultural. Therefore, the cultural and creative industry cooperation not only brings economic benefits for both sides to increase cross-strait trade dependence, closer economic ties between the two sides. Moreover, both sides through the common heritage of Chinese culture broad and profound connotation, capture, diversity and inclusiveness, and innovation and integration of modern science and technology, on the basis of integration and development, in the cultural and creative industries, a series of cooperation on both sides of communication emotion, closer distance, cohesion on both sides of the national centripetal force, realize the national identity, and national identity have become increasingly prominent role.
Therefore, the two sides should further consolidate the future in close economic and trade relations, actively strengthen cross-strait exchanges and cooperation in the field of culture. The spirit of Chinese culture on both sides of the connection link of emotion, through comprehensively promote and deepen cross-strait cultural exchanges and cooperation, common heritage and promote the Chinese culture; to strengthen cross-strait cultural trade and industrial cooperation, improve the industry the cooperation of the relevant policies and measures, promote cross-strait common on a "cross strait cultural exchange agreement", in order to achieve cross-strait cultural exchanges and cooperation of the normalization, standardization, institutionalization and long-term.
