基于SWOT分析的朝阳市文化产业发展对策研究

【摘要】：文化产业,已成为现代经济的重要支柱,成为一国综合国力的重要标志。它作为当代社会新财富创造形态及其所产生的巨大的经济效应正日益引起普遍关注。在我国,文化产业更是备受关注的“朝阳产业”、“无烟产业”。充分发挥各地文化资源优势,走文化兴省、兴市之路,是一个地区振兴和发展的必然选择；是提高地区整体竞争力、重塑发展整体形象的必由之路。朝阳市是一个经济发展相对落后但文化产业发展条件十分良好的地区,是一个拥有许多世界上独一无二的文化资源的城市,重点发展文化产业,将能带动经济的全面崛起。通过书刊、网络、内部数据库等渠道查阅大量文献、报告等资料,在对文化产业管理部门和相关专家进行调研的基础上,以公共管理理论、文化产业理论和政策为依据,将经济学中增长极理论引入到文化产业发展研究中来,结合朝阳市发展实际,深入探讨了朝阳发展文化产业面临的现状,不仅指出了取得的成绩,同时分析了所存在的问题,包括产业发展驱动力不足；市场主体支撑力不强；结构不合理；文化资源潜在优势未能有效发挥；资金投入不足；专业人才匮乏。并探讨了这些问题的成因,还对朝阳市文化产业发展做了SWOT分析。在深入调查的基础上,提出了解决朝阳发展文化产业的对策建议：强化政策导向,提供项目、融资和服务等全方位的保障,加强朝阳市文化产业发展的宣传推介力度,积极引进和培养文化产业人才,发挥文化社会组织作用等。希望通过这个问题的解决,能引起国内外专家学者对朝阳市文化产业的关注,为朝阳市政府决策提供一定的参考价值。加快文化产业大发展是实现朝阳全面崛起的必然选择和必由之路,期望朝阳市文化产业实现跨越式发展。
[Abstract]:Cultural industry has become an important pillar of modern economy and an important symbol of a country's comprehensive national strength. As a new form of wealth creation in contemporary society and its enormous economic effects, it is attracting more and more attention. In China, cultural industry is more concerned about the "sunrise industry", "smokeless industry." To give full play to the advantages of local cultural resources and to take the road of developing the province and city through culture is the inevitable choice for the revitalization and development of a region, and is the only way to improve the overall competitiveness of the region and to reshape the overall image of the development. Chaoyang is a region with relatively backward economic development but very good conditions for the development of cultural industry. Chaoyang is a city with many unique cultural resources in the world. The emphasis on the development of cultural industry will lead to the overall rise of the economy. Through books, periodicals, networks, internal databases and other channels to consult a large number of documents, reports and other materials, on the basis of the investigation of cultural industry management departments and related experts, based on the theory of public management, cultural industry theory and policies, This paper introduces the theory of growth pole in economics into the study of the development of cultural industry, combines the development practice of Chaoyang city, and probes into the present situation of Chaoyang's development of cultural industry, not only points out the achievements, but also analyzes the existing problems. It includes insufficient driving force of industrial development; weak supporting power of market main body; unreasonable structure; potential advantage of cultural resources can not be effectively brought into play; insufficient investment of funds; lack of professionals. The causes of these problems are discussed, and the SWOT analysis of Chaoyang's cultural industry development is also made. On the basis of in-depth investigation, the paper puts forward countermeasures and suggestions to solve the problem of Chaoyang's development of cultural industry: strengthening policy guidance, providing comprehensive protection for projects, financing and services, and strengthening publicity and promotion efforts for the development of Chaoyang's cultural industry. Actively introduce and train cultural industry talents, play a role in cultural and social organization. It is hoped that through the solution of this problem, experts and scholars at home and abroad will pay attention to the cultural industry of Chaoyang City, and provide some reference value for the government decision of Chaoyang City. Speeding up the development of cultural industry is the inevitable choice and only way to realize the rising of Chaoyang in an all-round way. It is expected that Chaoyang's cultural industry will realize the leap-forward development.
