论网络文化产业的信息资源市场化配置功能

【摘要】：遵循网络文化市场规律,充分发挥市场配置网络信息资源的决定性作用,是实现做大做强网络文化产业和坚持正确的网络舆论导向的必由之路。网络文化市场优先传播低成本采集、分析和制作的网络信息,以提高网络信息传播与使用效率;政府要引导网络技术创新和网络文化产业发展,实现网络文化市场对信息资源的合理配置。基于网络信息主要流向网络利润区的商业逻辑,政府要重点规制网络利润区的传播秩序和网络文化市场秩序。发挥网络文化产业的信息资源市场化配置功能,政府部门必须解决三个问题:彻底破除管理万能观念、解决市场失灵问题和加强网络信息资源配置的法治化建设。
[Abstract]:Following the laws of network culture market and giving full play to the decisive role of market allocation of network information resources is the only way to make the network culture industry bigger and stronger and adhere to the correct network public opinion orientation. The network culture market gives priority to the dissemination of low-cost information collected, analyzed and produced in order to improve the efficiency of the dissemination and use of network information; the government should guide the innovation of network technology and the development of network culture industry. Realize the rational allocation of information resources in the network culture market. Based on the commercial logic that the network information flows to the network profit zone, the government should focus on regulating the network profit zone's spreading order and the network culture market order. To give full play to the function of market-oriented allocation of information resources in the network culture industry, government departments must solve three problems: to thoroughly break the omnipotent concept of management, to solve the problem of market failure and to strengthen the legal construction of the allocation of network information resources.
