金融支持甘肃省文化产业发展问题研究

【摘要】：文化是一个民族的灵魂和血脉，是一个国家软实力的集中体现。随着文化产业潜力的不断展现，许多国家都确立了文化立国战略。我国作为千年文化古国，文化资源丰富，大力发展文化产业是促进我国经济繁荣的必经之路。在国家文化产业立国战略的引导下，全国各省市积极开发区域文化资源，，纷纷确立文化强省战略，推动文化产业大发展。作为文化资源大省，甘肃省也明确提出要大力发展文化产业，文化产业在甘肃经济增长中的重要性越来越突出。如何推动甘肃省文化产业跨越式发展，加快“一带、三区、十三板块”文化产业蓝图建设的进程，不断推进甘肃“6551”文化产业体系的建设，实现到2020年文化产业增加值占GDP的比重达到5%以上的宏伟目标，是摆在全省文化产业和相关部门面前的一道难题。金融是现代经济的核心，在推动文化产业发展中肩负着重要的社会责任，也面临着难得的发展机遇。金融部门应抓住国家推动文化产业发展的重要机遇期，把支持文化产业发展与加快金融机构经营方式转变结合起来，实现金融业与文化产业的有效对接，大力推动文化产业快速发展。本文在对国内外金融支持文化产业研究状况进行梳理的基础上，对甘肃省文化产业发展的金融供求状况进行了深入分析，并对金融支持甘肃省文化产业发展的效益及存在的问题进行了详细分析，认为金融支持甘肃省文化产业发展存在企业承贷能力欠缺、信贷结构不合理、融资渠道单一、定价机制欠缺等问题，并通过与国内外金融支持文化产业发展进行比较分析，提出甘肃省应从银行业、资本市场、保险业、文化产业基金等多方面加强金融体系综合支持文化产业发展，系统整合文化产业链金融，加大文化金融人才的培养和引进，注重财税与金融政策的配合，以此促进甘肃省文化产业发展，充分发挥文化产业对甘肃省经济发展的促进作用。
[Abstract]:Culture is the soul and blood of a nation and the concentrated embodiment of a country's soft power. With the unceasing development of the potential of cultural industry, many countries have established the strategy of cultural nationhood. As an ancient country with a thousand years of culture, China is rich in cultural resources, and vigorously developing cultural industry is the only way to promote the economic prosperity of our country. Under the guidance of the national cultural industry strategy, the provinces and cities in China actively develop regional cultural resources, establish the strategy of strong cultural province one after another, and promote the great development of cultural industry. As a large province of cultural resources, Gansu Province has clearly proposed to vigorously develop cultural industry, the importance of cultural industry in Gansu economic growth is becoming more and more prominent. How to promote the leap-forward development of the cultural industry in Gansu Province, accelerate the process of the blueprint construction of the cultural industry in the "belt, three districts, and thirteen plates", and continuously promote the construction of the cultural industry system of "6551" in Gansu, It is a difficult problem for the whole province's cultural industry and related departments to realize the goal that the added value of cultural industry accounts for more than 5% of GDP by 2020. Finance is the core of modern economy, which shoulders important social responsibility in promoting the development of cultural industry, and also faces a rare opportunity for development. The financial sector should seize the important opportunity period for the country to promote the development of cultural industry, combine supporting the development of cultural industry with speeding up the transformation of the management mode of financial institutions, and realize the effective docking between the financial industry and the cultural industry. Vigorously promote the rapid development of the cultural industry. On the basis of combing the research situation of the domestic and foreign financial supporting cultural industry, this paper makes a deep analysis of the financial supply and demand situation of the cultural industry development in Gansu Province. The paper also analyzes the benefits and problems of the development of the cultural industry in Gansu Province, and points out that the financial support for the development of the cultural industry in Gansu Province is lack of the enterprise's ability to accept loans, the credit structure is unreasonable, and the financing channel is single. Through a comparative analysis with the development of domestic and foreign financial support cultural industries, this paper puts forward that Gansu Province should start with the banking, capital market, insurance, and so on. Cultural industry funds and other aspects strengthen the financial system to comprehensively support the development of cultural industries, systematically integrate the cultural industry chain and finance, increase the training and introduction of cultural and financial personnel, and pay attention to the coordination between finance and taxation and financial policies. So as to promote the development of cultural industry in Gansu Province, give full play to the role of cultural industry in promoting the economic development of Gansu Province.
