基于DEA模型的我国各省市文化产业效率分析

【摘要】：我国文化产业近年来发展迅速,已成为我国全方位发展道路上不可或缺的一部分。不管是在产业形态、消费市场、产品类型,还是在理论研究、观念转变和区域布局等领域,文化产业都带来了巨大的社会效益和经济效益。假如把上世纪末认定为文化产业发展的开端,本世纪的前十年则是中国文化产业快速发展的成长期。2003年起,各级政府开始有意识地将文化产业列为经济发展的重点,并陆续出台了一系列促进文化产业发展的方针政策。2003-2009年也被认定为是我国文化产业发展的改革推动阶段,之后便进入大发展阶段。本文根据时期的划分,并结合数据的可得性,选取了2003-2009年作为我国文化产业效率研究的时期。依据三阶段DEA和Malmqusit指数模型的要求,选取了文化产业增加值和文化产业总收入作为产出变量,文化产业固定资产投资和文化产业工资福利支出作为投入变量。通过对各省市文化产业效率横向和纵向的分析,全面了解我国文化产业发展情况。另外,采用三阶段DEA模型的原因在于,各省市文化产业发展的外部环境条件不同,加之还有各类不可测因素。通过第二阶段的调整,分离出来的管理效率更能反映出我国文化产业效率的真实水平。本文的创新之处在于采用三阶段DEA模型对我国连续七年的文化产业效率进行了横纵两个方面的分析,目前在国内文献中相关研究成果较少。根据相关数据分析结果,得出了各类环境因素对我国文化产业效率的影响,并对各省市效率进行了对比分析。提出的建议包括转变观念、改变政府角色、扩大文化企业规模、发展第三产业,解决区域发展问题以及提升国际竞争力等。
[Abstract]:China's cultural industry has developed rapidly in recent years and has become an indispensable part of China's all-round development. Whether in industrial form, consumer market, product type, or in the field of theoretical research, concept change and regional layout, cultural industry has brought great social and economic benefits. If the end of the last century is regarded as the beginning of the development of cultural industry, the first decade of this century will be the period of rapid development of China's cultural industry. Since 2003, governments at all levels have consciously listed cultural industry as the focus of economic development. A series of principles and policies to promote the development of cultural industry have been issued successively. 2003-2009 has also been recognized as the stage of reform and promotion of the development of cultural industry in China, and then entered the stage of great development. According to the division of period and the availability of data, this paper selects 2003-2009 as the period of cultural industry efficiency research in China. According to the requirements of three-stage DEA and Malmqusit index model, the added value of cultural industry and total income of cultural industry are selected as output variables, and fixed assets investment and wage and welfare expenditure of cultural industry as input variables. Through the horizontal and vertical analysis of the cultural industry efficiency in various provinces and cities, the development of cultural industry in China is fully understood. In addition, the reason for adopting the three-stage DEA model is that the external environmental conditions of the development of cultural industry in different provinces and cities are different, together with various unmeasurable factors. Through the adjustment of the second stage, the separated management efficiency can reflect the real level of China's cultural industry efficiency. The innovation of this paper lies in the use of three-stage DEA model to analyze the cultural industry efficiency for seven consecutive years in China. According to the analysis results of relevant data, this paper concludes the influence of various environmental factors on the efficiency of China's cultural industry, and makes a comparative analysis of the efficiency of various provinces and cities. The suggestions include changing ideas, changing the role of government, expanding the scale of cultural enterprises, developing tertiary industry, solving regional development problems and enhancing international competitiveness.
