国有文化产业融资模式创新何以可能

【摘要】：宏观意义上的国有文化产业分为国有文化事业和微观意义上的国有文化产业,前者是指公益性文化事业,主要是为了满足人民群众的基本文化需求;后者则是指经营性文化产业,其功能主要是满足人们多方面多元化的更高层次的文化需求。虽然我国文化体制改革在不断深化,但是文化产业本身却没能很快适应市场化的运营方式,其中国有文化产业的融资问题尤其突出,现有融资模式存在着融资渠道单一、融资结构不合理以及融资效率低下等问题。要拓宽国有文化产业融资渠道,创新国有文化产业融资模式,文化产业自身的发展壮大、综合竞争力的增强才是最主要的因素。结合文化产业融资的特点,加快外部良好的法律与制度环境的设计,促进内部融资模式与体系的构建,则是现阶段应该做好的促进国有文化产业融资的外在准备。
[Abstract]:In the macroscopic sense, the state-owned cultural industry is divided into state-owned cultural undertakings and micro-state-owned cultural industries, the former refers to public welfare cultural undertakings, mainly to meet the basic cultural needs of the people; The latter refers to the commercial cultural industry, whose function is mainly to meet the higher cultural needs of people in various aspects. Although the reform of Chinese cultural system is deepening continuously, the cultural industry itself has not been able to adapt to the market-oriented operation mode very quickly. The financing problem of the cultural industry in China is especially prominent, and there is a single financing channel in the existing financing mode. The financing structure is unreasonable and the financing efficiency is low. To widen the financing channels of state-owned cultural industry, to innovate the financing mode of state-owned cultural industry, to develop and strengthen the cultural industry itself, and to strengthen the comprehensive competitiveness are the most important factors. Combining the characteristics of cultural industry financing, speeding up the design of good external legal and institutional environment, and promoting the construction of internal financing model and system, it is necessary to make good external preparations for promoting state-owned cultural industry financing at this stage.
