【摘要】:教科文组织创意城市网络是教科文组织在全球推行的三大旗舰文化项目之一。相较于世界遗产保护,世界非物质文化遗产代表作评选,创意城市网络虽然设立时间较晚,但重要性却丝毫不低于前两者。它的设立代表着教科文组织全球文化保护理念的新动向。但由于设立时间短,知晓度不高,对此开展综合性研究的成果较少。截止目前,已有34个来自世界各国各地区的城市获准加入,其中我国深圳、上海、成都、杭州和北京已成功加入。此外,我国还有多个城市曾经申请却未成功,或正在申请。面对申报热潮,我国城市须准确把握创意城市网络成立的背景和文化诉求,准确理解创意城市网络相关政策和“申都”标准,借鉴国内外城市建设创意城市和“申都”经验,制定合理的申报路径和政策,以提高申报的成功率。绪论部分阐明了本研究的研究意义、研究方法、框架思路及重难点、创新点等。对涉及教科文组织创意城市网络的相关研究成果进行了系统梳理和评述。第一章是本研究的研究基础。首先,归纳阐述近年来教科文组织文化政策和文化保护理念的发展历程,以揭示教科文组织设立创意城市网络的基本文化诉求和创意城市网络设立的实质;其次,总结创意城市网络目前的规模、成员和重要活动概况,明确该网络目前运行现状,为研究目标实现建立坚实感性基础;最后,收集整理“申都”相关政策,归纳评审标准和要求,着重对7大类别城市“申都”标准进行阐述和解读。第二章是本研究的实证研究部分。首先,分析了创意城市的起源和发展;其次,根据不同创意城市发展模式,结合相应的代表性城市案例,对建设创意城市的经验进行归纳总结;再次,对已加入创意城市网络的代表性城市如何建设创意城市,如何“申都”的经验进行总结;最后,对国内外创意城市网络成员城市的异同进行对比性研究,揭示对我国拟“申都”城市的借鉴和启示。第三章是本研究需解决的重点和目标。本章首先归纳总结我国城市“申都”的现状,总结我国成功“申都”城市的发展经验,分析我国城市“申都”所面临的问题;在此基础上,从保护城市文化遗产,因地制宜发展创意产业,改变观念发展创意旅游,完善城市文化基础设施建设,提升市民的参与度等方面,梳理了“申都”应完成的基础工作;并针对我国申都面临的一些问题,提出具体的“申都”技术性策略;最后围绕基础工作和技术策略的实施,提出我国城市加入创意城市网络的政策支持体系。第四章是本研究的案例分析部分。本章以重庆市如何申请加入创意城市网络,成为“美食之都”为目标,探索具体路径和政策。首先,从重庆的文化基因和重庆的申都现状方面,分析重庆选择“美食之都”申报的合理性;其次,对重庆申报“美食之都”进行SW0T分析,对重庆“申都”基础进行理性考察;在此基础上,提出重庆申报“美食之都”的相关对策。结论和展望部分,主要对本研究进行总结和升华。通过对创意城市网络的深入分析和研究,逐渐从五个层面厘清了教科文组织创意城市网络的本质。第一,创意城市网络作为教科文组织的三大旗舰项目之一,它的出现并不是偶然的,是教科文组织“世界遗产保护”项目和“世界非物质文化遗产代表作评选”项目中所蕴含的文化保护理念,在全球化后工业社会中的必然延续;第二,对加入创意城市网络的城市而言,它们首先是以人为本的城市,其次是文化多样性丰富的城市,再次是懂得发挥人的创造性,善于运用特色文化资源,促进经济繁荣昌盛的城市;第三,对文化多样性而言,创意城市网络是在城市场域下对文化多样性进行保护和再利用的国际交流平台;第四,对文化产业而言,创意城市网络为成员城市文化产业的发展提供了机遇和动力,为文化产品提供了国际销售渠道;第五,从文化多样性和文化产业的关系而言,教科文组织通过在城市场域发展文化产业促进世界文化多样性保护,实现文化多样性保护和文化产业繁荣昌盛的双赢。鉴于创意城市网络的上述特点,拟“申都”城市制定“申都”路径和政策时,应注重经济与文化建设协调发展。“申都”仅仅是创意城市国际化拓展的第一步,今后应更加关注“创都”工作,以实现“申都”的预定目标。未来,随着创意城市网络规模的扩大,将会构建相关管理机制,我国城市应努力在创意城市网络中获取话语权,力争对我国城市发展有利的政策氛围。本研究创新之处主要有四点。一是选题本身具有创新意义。目前缺乏针对创意城市网络的综合性理论研究成果。本研究相关内容为创意城市网络的进一步研究提供了相关素材,打下了一定理论基础;二是对教科文组织文化保护理念发展脉络进行了系统梳理。目前对教科文组织三大旗舰项目——世界遗产保护、世界非物质文化遗产代表作评选和创意城市网络,多是就单个项目进行分析研究,缺乏对教科文组织三大文化旗舰项目发展脉络的系统梳理,通过系统梳理可以把握教科文组织文化保护理念的发展趋势,避免只见树木不见森林的弊端。三是从文化视角出发研究创意城市。创意城市网络由创意城市构成。但目前对创意城市的研究多是从经济学和城市规划学的视野和方法出发,少见以文化学为出发点的理论关照。“创意城市是人的城市”, 并且创意城市网络是教科文组织的一个旗舰文化项目,因此以人文视野为理论关照,从文化学出发对创意城市及创意城市网络进行研究是合理的理论视角。四是着重从文化和经济协调发展,民众积极参与,惠及民众的角度探索“申都”的路径和政策,对我国固有的“申都”模式有所创新。

In this chapter , how to apply to join creative city network in Chongqing and become the target of " food " , and explore the concrete path and policy . First , from the aspect of Chongqing ' s cultural gene and the application of Chongqing , this chapter analyzes the rationality of Chongqing ' s choice of " food " declaration ;

Based on the analysis and research of creative city network , the essence of UNESCO ' s creative city network is clarified . First , creative city network is one of the three flagship projects of UNESCO , its emergence is not accidental , it is the cultural protection concept contained in UNESCO World Heritage Conservation Project and the " Selection of World Intangible Cultural Heritage " project , which will continue in the post - globalization industrial society ;
Second , for the cities that join the creative city network , they are the first people - oriented cities , the second is the city with rich cultural diversity , once again the city that understands the creativity of the human being , is good at using the characteristic cultural resources , and promotes the prosperity of the economy ;
