地方政府引导文化产业发展能力的现状与对策研究

【摘要】：“十三五”时期是我国全面建成小康社会的决胜阶段,也是推动文化产业成为国民经济支柱性产业的决定性阶段,这为我国文化产业发展带来了新的机遇与挑战。文化产业发展的成功与否已经被认为是衡量国家综合实力的重要标准,是提高经济社会发展质量、提升国家综合竞争力的重要途径。因而地方政府应当积极介入文化产业发展,充分发挥宏观调控、市场监管、政策保障的职能,增强对文化产业发展的引导能力,通过推进文化产业的规模化和市场化,促使其多元发展、快速发展、全面发展,发挥良好的经济效益与社会效益。所以,通过运用公共管理学、行政学、文化学等多学科的理论知识,加深对地方政府引导文化产业发展的能力的相关分析与系统研究,探讨地方政府引导文化产业发展的能力的提升策略,能够使地方政府引导文化产业发展的能力更好地适应文化产业发展的需要,从而推进文化产业向着更深层次发展,将我国的文化产业整体水平进一步提高。地方政府引导文化产业发展的能力是指地方政府为了促进文化产业的繁荣发展,不断满足人们的精神文化需求,在引领和指导文化产业发展中所拥有的资源和能量;它包括地方政府引导文化产业发展的战略规划能力、政策执行能力、物质保障能力、人才培育能力与市场监管能力五个方面。当前,我国地方政府引导文化产业发展的能力不足问题主要表现在政策执行能力、物质保障能力、人才培育能力与市场监管能力等方面,且分别产生于落后思想观念的束缚、政策体系不够健全、统筹规划力度不到位以及传统文化管理体制的阻碍等四个因素。对此,地方政府引导文化产业发展能力的提升策略应从以下四个方面着手:一是转变发展引导观念,提升地方政府引导文化产业发展的政策执行能力;二是完善政策保障体系,提升地方政府引导文化产业发展的物质保障能力;三是优化统筹规划职能,提升地方政府引导文化产业发展的人才培育能力;四是加快文化体制改革,提升地方政府引导文化产业发展的市场监管能力。
[Abstract]:The 13th Five-Year Plan period is the decisive stage for our country to build a well-off society in an all-round way, and also the decisive stage to promote the cultural industry to become the pillar industry of the national economy, which brings new opportunities and challenges to the development of the cultural industry in our country. The success or failure of the development of cultural industry has been regarded as an important standard to measure the comprehensive strength of a country, an important way to improve the quality of economic and social development and to enhance the comprehensive competitiveness of a country. Therefore, local governments should actively intervene in the development of cultural industries, give full play to the functions of macro-control, market supervision, policy support, and enhance their ability to guide the development of cultural industries, by promoting the scale and marketization of cultural industries. Promote its pluralistic development, rapid development, overall development, play a good economic and social benefits. Therefore, through the use of multi-disciplinary theoretical knowledge such as public management, administration, culture and so on, to deepen the relevant analysis and systematic research on the ability of local governments to guide the development of cultural industries. To probe into the strategies of promoting the ability of local government to guide the development of cultural industry can make the ability of local government to guide the development of cultural industry to better meet the needs of the development of cultural industry, thus to promote the development of cultural industry to a deeper level. The overall level of China's cultural industry will be further improved. The ability of local government to guide the development of cultural industry refers to the resources and energy that the local government possesses in guiding and guiding the development of cultural industry in order to promote the prosperity and development of cultural industry and meet the spiritual and cultural needs of people. It includes five aspects: the strategic planning ability of local government to guide the development of cultural industry, the ability of policy implementation, the ability of material support, the ability of cultivating talents and the ability of market supervision. At present, the insufficient ability of local government to guide the development of cultural industry is mainly manifested in the ability of policy execution, material support, talent cultivation and market supervision, and it is caused by the shackles of backward ideas. The policy system is not perfect, the overall planning is not in place, and the traditional cultural management system hinders the four factors. In view of this, the strategy of promoting the ability of local government to guide the development of cultural industry should be started from the following four aspects: first, to change the concept of development and guide, to enhance the ability of policy implementation of local government to guide the development of cultural industry; second, to improve the policy guarantee system. To enhance the ability of local governments to guide the development of cultural industries; third, to optimize the overall planning function and enhance the ability of local governments to foster talents to guide the development of cultural industries; and fourth, to speed up the reform of the cultural system.
