山西经济发展与文化产业转型研究

【摘要】：山西省文化产业保持了较快的增长速度，有关数据显示，文化产业已经成为我省发展第三产业的领头羊。目前，文化产业已经成为我省要重点培育和发展的15个优势产业之一，但是与全国相比尚存在着一定差距，与发达地区相比差距更大。发展文化产业可以为我省实现战略转型提供巨大的经济支持。我省是一直以来都是作为资源型、以焦煤闻名的能源大省，为我国的经济快速增长作出了巨大的贡献。我省在文化产业发展方面具有许多得天独厚的优势。无论是硬件条件还是软件条件，无论是在自然资源、政策支持，还是市场占有和市场前景等方面，都为文化产业的发展提供了诸多有利条件。这些年来，随着文化建设体制改革的不断深入，我省文化产业取得了阶段型的进展，，但相对滞后于我国其他发达省市。我省要实现又好又快发展，必须要着力进行改革创新，在改革中推进体制创新，冲破体制的藩篱，逐渐形成有利于文化产业顺利发展的体制环境。我省大力开展、实施精品工程，创作的文化精品皆赋予其深刻的文化内涵，具有强烈的现实意义，这在很大程度上得益于对文化资源的深入挖掘和灵活应用。但同时也要大力开展、推进惠民的文化活动，这样才能逐渐形成文化拉动经济发展、文化活动与经济发展并重的良性格局。可以通过“文化周”、“文化节”等百姓喜闻乐见的形式推出一批具有我省特色的文化精品，促进文化消费，加快面向大众文化消费市场的发展。
[Abstract]:The cultural industry in Shanxi Province has maintained a rapid growth rate. The relevant data show that the cultural industry has become the leader in the development of tertiary industry in our province. At present, the cultural industry has become one of the 15 dominant industries that should be cultivated and developed in our province, but compared with the whole country, there is still a certain gap, compared with the developed regions, the gap is even bigger. The development of cultural industry can provide huge economic support for our province to realize strategic transformation. Our province has always been as a resource type, known as coking coal energy province, for the rapid economic growth of our country has made a great contribution. Our province has many unique advantages in the development of cultural industry. Both hardware and software conditions, whether in natural resources, policy support, market possession and market prospects, have provided a lot of favorable conditions for the development of cultural industry. In recent years, with the deepening of the reform of the cultural construction system, the cultural industry of our province has made progress in the stage, but lags behind the other developed provinces and cities of our country. In order to achieve good and rapid development, we must make great efforts to reform and innovate, push forward the system innovation in the reform, break through the barriers of the system, and gradually form a system environment conducive to the smooth development of the cultural industry. Our province vigorously develops, implements the fine product project, creates the culture fine goods all to give it the profound cultural connotation, has the strong realistic significance, this greatly benefits from the deep excavation and the flexible application to the cultural resources. But at the same time, we should also vigorously carry out and promote the cultural activities of the people, so as to gradually form a positive pattern of cultural development, cultural activities and economic development. Through "Culture week", "Culture Festival" and other popular forms, we can promote cultural consumption and accelerate the development of mass cultural consumption market.
