陕北地区文化产业可持续发展对策探究

【摘要】：文化产业作为知识经济时代的主导产业,其发展在我国受到高度关注。陕北地区作为资源型城市,发展主要依靠矿产资源煤和石油,而煤和石油又是非可再生资源,在经济社会发展中会面临诸多问题,且仅仅依靠资源为主体带动经济发展也不利于经济社会的可持续发展。陕北不仅是能源大区,也是文化资源大区,在陕北发展文化产业具有转变经济发展方式、促进产业结构调整,培育新的经济增长点、扩大内需、增加就业、推动经济社会实现跨越式发展的现实意义。陕北文化产业正面临着前所未有的大好机遇,陕北作为文化资源大区,发展文化产业是抢占未来经济制高点的必然选择。近年来,在各级政府的大力推进下,文化产业在行业结构、产业规模、所有制构成等方面均取得了较大的发展。但是,陕北在发展文化产业中存在着文化体制改革滞后、对文化产业的投入不足、产业经营人才缺乏、文化产品科技含量较低、政策法规体系不够完善等问题,其成为制约陕北文化产业可持续发展的重要因素。本文应用调查研究法,文献资料法,经验总结法,抽象归纳法等方法,把延安和榆林两个地区作为一个整体来加以研究,通过对陕北革命文化、历史文化、民俗文化和现代文化的现状和原因进行整体研究与分析,提出了一些具有针对性的战略对策,希望能对陕北文化产业的可持续发展起到一些积极作用。
[Abstract]:As the leading industry in the era of knowledge economy, the development of cultural industry is highly concerned in our country. As a resource-based city, the development of northern Shaanxi depends mainly on mineral resources, coal and oil, which are non-renewable resources, and will face many problems in economic and social development. And only relying on resources to drive economic development is not conducive to sustainable economic and social development. Northern Shaanxi is not only a large energy region, but also a cultural resources region. The development of cultural industries in northern Shaanxi has changed the mode of economic development, promoted the adjustment of industrial structure, nurtured new economic growth points, expanded domestic demand, and increased employment. The realistic significance of promoting economic and social development by leaps and bounds. The cultural industry in northern Shaanxi is facing an unprecedented opportunity. As a cultural resource region, the development of cultural industry is an inevitable choice to seize the commanding height of the future economy. In recent years, with the great efforts of governments at all levels, the cultural industry has made great progress in industry structure, industrial scale, ownership structure and so on. However, there are some problems in the development of cultural industry in Northern Shaanxi, such as the lagging of cultural system reform, insufficient investment in cultural industry, the lack of talents for industrial management, the low scientific and technological content of cultural products, the imperfect system of policies and regulations, and so on. It has become an important factor restricting the sustainable development of cultural industry in Northern Shaanxi. This paper applies the methods of investigation, literature, experience summarization, abstract induction and so on to study the two areas of Yan'an and Yulin as a whole, through the revolutionary culture, history and culture of Northern Shaanxi. The present situation and reasons of folk culture and modern culture are studied and analyzed as a whole, and some targeted strategic countermeasures are put forward, hoping to play a positive role in the sustainable development of cultural industry in Northern Shaanxi.
