新时期大同城市居民文化需求研究

【摘要】：马克思主义认为,人的需要的理论是一个由不同层次构成的系统,处于一个从低到高的梯次型发展过程。人类社会发展也进一步表明,人与动物的距离越大,其本能性需要就越小,文化性需要的作用就越大,当人不再受生存需要完全支配时,创造精神文化和追求精神充实就会成为主导力量。改革开放以来,随着我国经济社会的不断发展,综合国力的不断提升,人民生活水平的不断提高,我国告别了“温饱时代”,跨入了全面小康社会,人民群众的物质需要得到了较好的满足的同时,精神文化需求日趋旺盛,在人的需要中所占的比重越来越大,在社会发展中所占的地位也越来越重要。但是,和人民群众的物质的满足需要相比,其精神文化需要的满足尺度还相对滞后。因此,不断满足人民群众的精神文化需要,成为我国经济社会发展迫切需要解决的主要问题。论文以大同市居民文化需求的调查研究为样本,“解剖麻雀”,对当前大同市城市居民的精神文化需要问题作了较为全面系统的分析研究。论文深入分析大同市居民精神文化需求现状、存在的主要问题、原因分析,探寻不断满足大同市居民文化需求的路径。论文主要分为四个部分:第一,基本理论部分。主要是是从精神文化、精神文化需求的概念界定、人的需要的基本理论(马克思主义经典作家、西方学者的需要理论、十八大以来我党关于精神文化建设的主要思想)进行了概述。第二,大同市城市居民的精神文化生活的现状和特点。其现状主要是:城市居民精神文化消费结构日趋合理、城市居民文化发展空间不断拓展、逐步形成了文化产业链条。其特点主要表现为:城市居民精神文化消费需求明显增长、城市居民精神文化需求呈多层次性、差异性。第三,大同市城市居民精神文化需求存在的问题和原因分析。存在的问题主要表现为:公共文化资源短缺,基础设施不完善;文化产品供应单一,难以满足居民需求;社区文化活动贫乏,居民满意度不高;娱乐化、功利化文化需求较多。就存在的问题的原因分析:一是资源型城市文化管理体制滞后;二是财政投入有限,公共设施落后;三是倚重旅游文化,文化产品单一;四是居民收入水平低,消费能力弱。第四,不断满足大同市居民精神文化需求的对策。一是进一步发展经济,提升居民文化消费水平;二是优化文化产品结构,提高居民文化需求质量;三是积极投入文化建设资金,增加文化产品供给;四是发挥市场对文化的资源配置作用;五是形成政府主导,企业和社区共同参与的文化共同体。
[Abstract]:Marxism holds that the theory of human needs is a system composed of different levels, and is in a process of echelon development from low to high. The development of human society further shows that the greater the distance between human beings and animals, the smaller the instinctive needs and the greater the role of cultural needs, when people are no longer completely dominated by the needs of survival. The creation of spiritual culture and the pursuit of spiritual enrichment will become the leading force. Since the reform and opening up, with the continuous development of our country's economy and society, the constant improvement of the comprehensive national strength and the continuous improvement of the people's living standard, our country has bid farewell to the "era of food and clothing" and stepped into a well-off society in an all-round way. While the material needs of the masses are well satisfied, the spiritual and cultural needs are becoming more and more vigorous, and the proportion in the human needs is becoming larger and larger, and the position in the social development is becoming more and more important. However, compared with the material needs of the masses, its spiritual and cultural needs are relatively lagging behind. Therefore, to meet the spiritual and cultural needs of the masses has become an urgent problem to be solved in the economic and social development of our country. Based on the investigation and study of the cultural needs of the residents of Datong City, this paper makes a comprehensive and systematic analysis and study on the spiritual and cultural needs of the residents of Datong City. This paper deeply analyzes the status quo of the spiritual and cultural needs of the residents of Datong, the main problems and causes, and explores the ways to meet the cultural needs of the residents of Datong. The thesis is divided into four parts: first, the basic theory part. Mainly from the spiritual culture, the concept of spiritual and cultural needs, the basic theory of human needs (Marxist classic writers, Western scholars' needs theory, Since the 18th National Congress of our Party on the spiritual and cultural construction of the main ideas) were summarized. Second, the status quo and characteristics of the spiritual and cultural life of urban residents in Datong. The present situation is as follows: the consumption structure of spiritual culture of urban residents is becoming more and more reasonable, the space of cultural development of urban residents is constantly expanding, and the chain of cultural industry is gradually formed. The main characteristics are as follows: the consumption demand of urban residents' spiritual culture increases obviously, and the demand of urban residents' spiritual culture is multilevel and different. Thirdly, the problems and causes of the spiritual and cultural needs of the urban residents in Datong city are analyzed. The main problems are: shortage of public cultural resources, imperfect infrastructure; single supply of cultural products, difficult to meet the needs of residents; poor cultural activities in the community, low satisfaction of residents; entertainment, utilitarian cultural needs. The reasons for these problems are as follows: first, the cultural management system of resource-based cities lags behind; second, the financial investment is limited, and the public facilities are backward; third, relying on tourism culture, cultural products are single; fourth, the income level of residents is low, and the consumption ability is weak. Fourth, constantly meet the spiritual and cultural needs of the residents of Datong countermeasures. First, to further develop the economy and raise the level of cultural consumption of residents; second, to optimize the structure of cultural products and improve the quality of residents' cultural needs; third, to actively invest in cultural construction funds and increase the supply of cultural products; The fourth is to give play to the role of the market in the allocation of cultural resources, and the fifth is to form a cultural community led by the government and jointly participated by enterprises and communities.
