【摘要】:21世纪是人类开发海洋资源的世纪,海洋经济也渐渐成为我国经济新的增长点。伴随着海洋产业的高速发展,海洋工程装备制造也逐步成为世界各大船舶制造企业转型发展的方向和利润增长点。近几年来,由于受到国际金融危机深层次的影响,国际航运业和船舶制造业不断走向低迷,产能过剩矛盾凸显。2013年7月31日国务院下发了《关于船舶工业加快结构调整促进转型升级实施方案(2013-2015年)》的通知,通知要求整合国内现有船舶制造和海洋工程装备制造的资源,推进企业转型升级,大力发展具有高附加值的海洋工程装备,因此在未来几年内,我国将掀起了一场大范围的船舶企业进军海工的企业转型变革运动。 目前的海洋工程装备主要是为开发海洋石油天然气等资源提供海上钻探、开发和加工、以及提供配套服务的多功能海工船舶等装备。随着近年来人类对陆地和浅海能源的大量开发和资源的枯竭,同时也随着对石油天然气等资源需求的不断增加,人类已经将目标转向了深水区或者更深水区域寻求更多的资源。随着人类对环保、安全和可持续化发展的意识的提升,现有装备已经无法满足人类对深水区资源开发的需求,所以各类浮式海上石油钻机钻井装备成为各国进行海上资源开采的首选工具。 全球海洋工程装备的制造基地分为三大产业集群,处于产业成熟期的要以新加坡为代表,主要有胜科海事、吉宝和裕廊船厂为主;处于产业成长期的以韩国代表,主要有大宇造船、韩国现代、韩国三星等船厂为主;而我国的海洋工程产业才刚刚出于起步期,主要以大船重工和中集来福士为代表,其中大船重工以建造自升式钻井平台装备为主,而中集来福士则专注于深水半潜式钻井平台为主,尽管中集来福士在过去几年交付了一系列产品,但由于对该领域在项目管理上还没有一套有效的项目管理方法,也是面临巨大的管理压力,也存在进度、质量、成本的三方矛盾的困局。所以为了抓住这次行业的变革新机遇,我们急需总结一套海洋钻井平台装备的项目管理方法。 本文在目前国际上应用比较广泛的项目管理方法之上,又引入了目前海洋工程装备行业里面处于较高标准的NORSOK规范的部分要求,并以国内CR公司项目管理为例,重点介绍将这两种标准和方法结合应用,由此提出将机械完工应用到海洋钻井平台项目管理中的理论方法,希望该方法能给国内同行企业提供参考和指导,共同提高我国海洋钻井装备的项目管理能力。 本文作者是论文案例CR公司中的一名管理人员,大学期间主修轮机工程专业,通过在企业工作和学习的经历,自身体会到一个好的有效的项目管理方法对能否在高端海工装备项目管理中取得成功的重要性。机械完工的管理方法在国内各海洋工程企业都有着不同程度的应用,但还没有一个企业能真正理解和完全去执行该方法,原因是大家对该理论方法缺乏理解和缺乏应用的实例参考,主要是找不到将该方法应用到现有项目管理方法的切入点。 本文汇总了作者对该方法的一些个人理解和经验,也征求了公司内相关领域业务骨干的建议。由于CR公司的主流客户均来自挪威北海地区,该客户群对机械完工理论有更加彻底的理解和项目管理过程的执行经验,所以以CR公司承建的北海钻井平台为例来介绍机械完工方法的实际应用更能全面地反映出该方法的实践要领。论文引用的数据也都是该行业内权威机构发布的有效的数据,希望该论文所研究的方法能给行业内其他企业提供参考。 由于受到本文作者知识掌握程度和对该方法个人理解的不足,以及各企业自身硬件和软件的限制,该论文所研究的内容和方法也存在局限性和不完整性,请同行专家对本文进行选择性地参考。
[Abstract]:Twenty-first Century is the development of marine resources human century, marine economy has gradually become a new growth point of China's economy. Along with the rapid development of marine industry, marine engineering equipment manufacturing has gradually become the direction and the profits of the major world ship manufacturing enterprises restructuring and development growth. In recent years, due to the impact of the international financial crisis deep the international shipping industry and ship manufacturing industry continues to slump, overcapacity contradiction.2013 year in July 31st the State Council issued the "on the shipbuilding industry to accelerate the implementation of structural adjustment programs to promote the transformation and upgrading (2013-2015) of the notice, notice requirements of the integration of existing domestic shipbuilding and marine engineering equipment manufacturing resources, promote the transformation and upgrading of enterprises vigorously develop the marine engineering equipment, with high added value, so in the next few years, China will set off a large range of shipping enterprises to enter the sea Enterprise transformation and transformation movement.
Marine engineering equipment are mainly provided for offshore drilling and exploitation of offshore oil and natural gas resources, development and processing, and provision of multifunctional marine vessels and other equipment. In recent years of development and human resources on land and in shallow water energy depletion, but also with the increasing of oil and natural gas resources needs, human beings have turned to deep water or deep water area to seek more resources. As the environmental protection, safety and sustainable development awareness, the existing equipment has been unable to meet the demand for Human Resources Development Zone in deep water, so all kinds of floating offshore oil drilling equipment has become the preferred tool for marine resources mining around the world.
Marine engineering equipment manufacturing base of the world is divided into three major industrial clusters in the industrial mature period to Singapore as the representative, the main SembCorp marine, Kyrgyzstan Po and Jurong shipyard; in the industry growth period in South Korea, mainly Hyundai, Daewoo shipbuilding, South Korea's Samsung shipyard and ocean engineering; industry in China is just in the initial stage, mainly to ship heavy industries and CIMC Raffles as the representative of the ship heavy industry to build the main jack up drilling platform and equipment, CIMC Raffles will focus on deepwater semi submersible drilling platform, although CIMC Raffles delivery of a series of products in the past few years, but because of the the field is not a set of effective project management method in project management, is also facing tremendous pressure there is progress, management, quality, cost of the three party dilemma so seize the contradiction. The new opportunity for the reform of the industry is that we need to summarize a project management method for the equipment of offshore drilling platform.
On the basis of project management methods at present is widely used, and the introduction of the NORSOK part of the specifications of the marine engineering equipment industry at a high standard, and project management in domestic CR company as an example, introduces the two kinds of standards and methods combined application, which will be applied to the theory of mechanical completion the project management method of offshore drilling platform, this method can give domestic enterprises to provide reference and guidance to improve China's offshore drilling equipment project management.
The writer is a manager in the case of CR company, college majoring in marine engineering, by working in the enterprise and learning experiences, their own experience to a good and effective method of project management to the success of the importance in the high-end marine equipment project management. The management methods of mechanical completion are a different application in the domestic marine engineering enterprises, but there is not a complete enterprise can understand and execute the method to real, because we lack of understanding and lack of application examples of reference to the theory and method of the main, if you can't find the method is applied to the starting point of the existing project management methods.
This paper summarizes the author of some personal understanding and experience of the method, also asked the company related business backbone is proposed. Because the mainstream customers of CR company are from Norway Beihai area, the customer base of mechanical completion theory has a more thorough understanding of project management process and implementation experience, so the actual application of Beihai drilling on the platform of CR company as an example to introduce the mechanical completion method can better reflect the practices of this method. The data are also published in the industry authority of the effective data, this paper studies on the method that can provide a reference for other enterprises in the industry.
Due to the lack of knowledge and personal understanding of the method, as well as the limitation of hardware and software, the contents and methods of this paper are also limited and incomplete.
