山海关船厂项目多目标集成管理评价研究

【摘要】:随着山海关船厂船舶项目规模及数量的扩大,项目管理各目标之间存在的矛盾也随之增加。为避免在项目管理中单纯追求某一指标的优化,而忽略项目整体效益的最大化,企业需要开展项目多目标集成管理。因此,对集成管理活动的有效评价变得至关重要。只有通过全面的分析评价,企业才能有的放矢的改进集成管理方案,提升项目整体的实施效果。本文结合山海关船厂项目管理现状,建立以安全、质量、费用、工期为决策目标的多目标集成管理指标体系,利用灰色关联分析法构建评价模型。通过对多目标集成管理方案的事前评价,帮助山海关船厂选择并完善最佳管理方案,进而改善企业集成管理的应用状况。首先,论文对国内外学者在项目管理、目标管理、集成管理等方面的研究成果进行系统性地梳理,在总结山海关船厂项目集成管理的现状的基础上,分析目前集成管理存在的问题及成因,进而确定论文的研究思路和重点。其次,对山海关船厂项目多目标集成管理进行分析,建立项目多目标集成管理评价指标体系,其中包含安全、质量、费用、工期四个一级决策目标,并由一级指标分解扩展出十八个二级执行层目标,并对所有指标进行系统性分析。最后,依托多目标集成管理评价指标体系,构建山海关船厂多目标集成管理评价模型。利用层次分析法确定各目标指标权重;利用灰色关联分析法构建山海关船厂项目多目标集成管理评价模型,对集成管理方案进行评价分析,选择出最佳方案,并对方案的不足提出改善建议。
[Abstract]:With the enlargement of the scale and quantity of the ship project in Shanhaiguan Shipyard, the contradictions among the objectives of the project management also increase. In order to avoid purely pursuing the optimization of a certain index in the project management and neglecting the maximization of the overall benefit of the project, the enterprise needs to carry out the multi-objective integrated management of the project. Effectiveness evaluation becomes very important. Only through comprehensive analysis and evaluation can the enterprise improve the integrated management scheme and enhance the overall implementation effect of the project. Through the pre-evaluation of multi-objective integrated management scheme, Shanhaiguan Shipyard can select and perfect the best management scheme, and then improve the application of integrated management. First, the paper systematically analyzes the research achievements of domestic and foreign scholars in project management, target management, integrated management and other aspects. On the basis of summarizing the present situation of integrated management of Shanhaiguan Shipyard project, this paper analyzes the existing problems and causes of the integrated management, and then determines the research ideas and key points of the paper. Secondly, it analyzes the multi-objective integrated management of Shanhaiguan Shipyard project, and establishes the evaluation index system of multi-objective integrated management of the project, which includes safety. Four first-level decision-making objectives of quality, cost and time limit of a project are established, and eighteen second-level execution objectives are expanded from the first-level index decomposition, and all the indicators are analyzed systematically. Finally, relying on the multi-objective integrated management evaluation index system, the multi-objective integrated management evaluation model of Shanhaiguan Shipyard is constructed. Gray relational analysis method is used to construct the multi-objective integrated management evaluation model of Shanhaiguan Shipyard project. The integrated management scheme is evaluated and analyzed, and the best scheme is selected.
