黑龙江水域船舶航行安全评价研究

【摘要】:本文通过对黑龙江地区特点的分析,建立了一套以人-船-环境三个要素相关联的船舶安全评价系统,用于海事管理对船舶航行安全检查工作中。 本文旨在通过对基于层次分析法的综合模糊评价的研究,为海事管理提供一种安全评估的有效依据。首先本文介绍了有关层次分析法的思想,有建立层次分析模型,设置九分位比例,进行判断矩阵一致性验证以及计算权重,同时介绍了模糊综合评估的概念,以及隶属的建立。 在应用于船舶安全评估的过程中,首先构造了一个完整的船舶安全评价体系指标,人-船-环境三个要素构成了船舶安全航行的主要因素,并对各要素进行了规律性分析,根据专家打分和实际经验完成了模糊隶属度和权重指标,对船舶安全进行评估。最后本文利用Matlab软件,完成了权重指标计算的程序化,以便适用于各种环境变化,同时利用Matlab软件GUI模块功能,建立安全评估造作界面,形成人机互动,高效便捷的完成船舶安全评估
[Abstract]:Based on the analysis of the characteristics of Heilongjiang area, a set of ship safety evaluation system based on the three elements of human-ship-environment is established in this paper, which can be used in the inspection of ship navigation safety by maritime management. The purpose of this paper is to provide an effective basis for safety assessment of maritime management through the study of comprehensive fuzzy evaluation based on analytic hierarchy process (AHP). Firstly, this paper introduces the idea of analytic hierarchy process (AHP), including the establishment of AHP model, the setting of nine-digit ratio, the consistency verification of judgment matrix and the calculation of weight. At the same time, the concept of fuzzy comprehensive evaluation and the establishment of membership are introduced. In the process of applying it to ship safety assessment, a complete index of ship safety evaluation system is constructed. The three elements of ship-environment constitute the main factors of ship safety navigation, and the regularity of each factor is analyzed. According to the expert score and practical experience, the fuzzy membership degree and weight index are completed, and the ship safety is evaluated. Finally, this paper uses Matlab software to complete the program of weight index calculation, so as to be suitable for all kinds of environmental changes. At the same time, using the function of GUI module of Matlab software, the safety assessment is built into an interface to form human-computer interaction.
