配电网用电可靠性指标体系及综合评估方法

【摘要】:针对现行供电可靠性指标体系无法准确反映用户实际用电可靠性的问题,根据用电可靠性概念建立了评价指标体系,并设计一种基于改进熵权法的配电网用电可靠性综合评估方法。首先,根据用电可靠性概念和评估需求,从用户侧指标和对比指标2个维度建立用电可靠性指标体系。7个用户侧指标从供电持续性及电能可用度2个方面反映用户实际用电可靠性水平,2个对比指标旨在反映中低压用户之间线路的可靠性水平;然后综合考虑可靠性评价要求及指标特性建立一种综合评估方法,通过改进熵权法初步获得指标权重,依据突出不合格指标的"越值惩罚"原则确定最终权重矩阵,加权求和得到评估对象的综合评价值。最后,通过实例分析验证该指标体系及综合评价方法的有效性。
[Abstract]:In view of the problem that the current power supply reliability index system can not accurately reflect the actual power consumption reliability of users, the evaluation index system is established according to the concept of power consumption reliability. A comprehensive evaluation method of distribution power reliability based on improved entropy weight method is designed. First, based on the concept of reliability of electricity and the assessment of needs, The reliability index system of power consumption is established from two dimensions of user side index and contrast index. 7 user side indexes reflect the actual power consumption reliability level from two aspects of power supply continuity and power availability, and the two contrasting indexes aim at Reflect the reliability level of the line between the middle and low voltage users; Then a comprehensive evaluation method is established considering the reliability evaluation requirements and index characteristics. The index weight is obtained by improving entropy weight method, and the final weight matrix is determined according to the principle of "penalty over value", which highlights the unqualified index. The comprehensive evaluation value of the evaluated object is obtained by weighted summation. Finally, the effectiveness of the index system and the comprehensive evaluation method is verified by an example.
