【摘要】：随着生态文明建设作为国家战略目标的提出,矿产资源管理和矿业发展必须将生态环境保护放在更加突出的位置。如何保障资源安全战略和落实生态文明建设总体要求,是当前国土资源管理工作的重点和难点,也是相关学者研究的热点。矿产资源规划作为落实资源保障、矿业发展方式的转变及生态保护的重要平台和抓手,在保障矿产资源可持续供给、节约与综合利用矿产资源及保护地质生态环境方面发挥了重大作用。矿产资源具有“资源”和“生态”的双重属性,其开发和部署必须遵循自然和经济规律,统筹兼顾经济、产业、生态、环保等要素,需要进行矿产资源综合区划研究,引导矿产资源合理布局,建立分区管理制度。因此,新一轮矿产资源规划要求开展将矿产资源基础、开发条件、生态约束、区域发展需求等各因素整合起来的矿产资源综合区划研究,并以综合区划成果为基础,统筹协调区域矿产资源勘查、开发利用与保护,明确矿业发展方向,调控资源勘查开发重点和时序,促进资源优化配置。目前我国并没有开展真正意义上的矿产资源综合区划研究工作,因此,矿产资源综合区划研究是矿产资源区划、矿产资源规划和资源管理学科领域的一个新的研究方向,具有开创意义。本文以矿产资源综合区划理论和方法为基本研究目标,开展矿产资源综合区划的理论和方法体系研究,并以甘肃省矿产资源为例进行验证。其成果可为区域矿产资源的勘查开发与保护和差别化的空间管制提供理论和实证支撑。论文研究成果如下：一是对区划、综合区划及矿产资源综合区划理论进行综述研究,建立了矿产综合区划相关概念内涵,分析矿产资源综合区划理论基础,明确了矿产资源综合区划4大原则和3大主要任务,初步建立矿产资源综合区划理论框架,构建了包括宏观层面的I级区划、中观层面的II级区划和微观层面的III级区划的矿产资源综合区划等级体系。二是开展了矿产资源综合区划II级区划分区研究,通过分析矿产资源综合区划的影响因素,构建II级区划的指标体系和判别模式,并开展矿产资源综合区划的方法研究,提出采用主成分聚类法、BP神经网络及SOFM神经网络的两类三种分类方法对矿产资源综合区划II级区划进行分类研究。以甘肃省矿产资源为例,以县域为基本划分单元,对甘肃省矿产资源II级区划进行实证研究,对II级区划的指标体系和分类方法进行验证,形成甘肃省矿产资源II级区划分区成果。三是提出甘肃省矿产资源综合区划方案,并对I级区划和II级区划开展具体划分,针对每类分区提出具体的管理政策建议。另外,对矿产资源综合区划未来的研究方向和发展情况做出了展望。本文的特色和创新点如下：一是针对矿产资源综合区划研究的理论不足这一紧迫问题,首次对矿产资源综合区划的概念内涵进行了界定,初步建立矿产资源综合区划理论框架,构建了矿产资源综合区划等级体系,对促进矿产资源综合区划的理论和方法体系的发展,具有开拓意义。二是构建了矿产资源综合区划II级区划的评价指标体系,即包括资源条件、开发基础、生态条件和经济发展等4个准则层,12项评价指标,24项基础指标,并构建了Ⅱ级区划的判别模式。三是通过实证研究,对矿产资源综合区划II级区划指标体系及方法进行了验证,提出了甘肃省矿产资源综合区划方案,及差别化的空间管理政策建议。该成果可为“分级分类分区”管理矿产资源提供决策参考,也为甘肃省矿产资源规划编制提供理论依据。
[Abstract]:With the construction of ecological civilization as a national strategic target, development and mining of mineral resources management must be the protection of the ecological environment in a more prominent position. How to protect the resources safety strategy and implement the general requirements of the construction of ecological civilization, is the focus and difficulty in the management of land resources, is also the hotspot of related scholars. As the mineral resource planning the implementation of resource security, an important platform and starting point to change the way of mining development and ecological protection, to guarantee the sustainable supply of mineral resources, conservation and comprehensive utilization of mineral resources and protect the ecological environment quality has played a major role. Mineral resources has dual attributes of "resources" and "ecological", its development and deployment must follow the nature and the economic law, consideration of economic, industrial, ecological, environmental and other factors, the need for research on Comprehensive Regionalization of mineral resources, guide The rational distribution of mineral resources, the establishment of regional management system. Therefore, a new round of mineral resources planning will be required to carry out the mineral resource base, development conditions, ecological constraints, research on Comprehensive Regionalization of mineral resources factors of regional development needs to integrate, and comprehensive area into fruit as the foundation, co-ordination of regional mineral resources exploration and protection. At present our country did not carry out the comprehensive regionalization of mineral resources research, the real meaning of the result, research on Comprehensive Regionalization of mineral resources is the mineral resources division, a new research direction of mineral resources planning and resource management disciplines the groundbreaking. This is the basic research object to the theory and method of comprehensive regionalization of mineral resources, mineral resources to carry out comprehensive regionalization theory and The system of research methods, and the mineral resources in Gansu Province as an example. The results provide theoretical and empirical support for regional mineral resources exploration and protection and differential space control.
