深圳市地质灾害防治管理研究

【摘要】:城市化进程不断加快,城市面临的灾害进一步复杂、多发,公共安全面临的严峻形势也不断加剧,防治地质灾害、保护人民生命财产安全这个问题也愈发受到关注。在经济建设和社会发展过程中,公共安全管理就是确保国家社会安全稳定、维护城市经济发展和实现人民安居乐业的一种基本手段。面对地质灾害,如何做好防灾减灾,减少它对城市带来的危害,提高防治能力,更好地发挥政府对地质灾害防治的管理职能,完善城市公共安全管理,是值得我们深思的现实问题。本文主要研究深圳市地质灾害防治管理现状,从政府管理的视角思考提升深圳市地质灾害防治管理能力的补强对策,基于危机管理理论,探索一套贯穿地质灾害事前、事中、事后的管理机制。深圳市地质灾害的特点主要是:量大、人为因素所占比例大、以斜坡类地质灾害为主,崩塌、滑坡、不稳定边坡、泥石流、地面塌陷是深圳主要的地质灾害类型。人类工程活动已经成为深圳地质灾害形成的主要诱因,是地质灾害防治工作的重中之重。通过对深圳市地质灾害防治管理现状分析,本文指出了深圳市地质灾害防治管理的薄弱之处:基础调查工作程度低、监测预警能力滞后、政策法规缺失、管理机制不健全、宣传教育形式固化等,并深入分析了存在问题的原因:决策意识错位、资源投入失衡及常设机构缺失。本文对研究结果进行分析后,结合国内外多地的先进做法,提出了可供政府部门参考的管理对策:灾前科学预防中应全面开展城市地质调查、健全监测预警系统、加强防灾素质教育;灾中有效处置中应推行地质灾害综合治理、完善管理机制;灾后管理服务中应完善地质灾害调查评价、推进政府和协会的合作。通过完善深圳市地质灾害防治管理工作,维护好公共安全。
[Abstract]:The process of urbanization is speeding up, the disasters facing cities are more complex and frequent, and the severe situation of public safety is becoming more and more serious. The problem of preventing geological disasters and protecting people's lives and property is paid more and more attention to. In the process of economic construction and social development, the management of public security is a basic means to ensure the national social security and stability, to maintain the urban economic development and to realize the people living and working in peace and contentment. In the face of geological disasters, how to prevent and reduce disasters, reduce the harm it brings to the city, improve the ability of prevention and control, give full play to the management function of the government on the prevention and control of geological disasters, and improve the management of urban public safety, It is a realistic problem worth pondering. This paper mainly studies the present situation of geological disaster prevention and management in Shenzhen, and from the perspective of government management, considers the strengthening countermeasures to enhance the management ability of geological disaster prevention and management in Shenzhen. Based on the theory of crisis management, it explores a set of geological hazards in advance. Ex post management mechanism The characteristics of geological hazards in Shenzhen are as follows: large quantity, large proportion of human factors, mainly slope geological hazards, collapse, landslide, unstable slope, debris flow and ground collapse are the main types of geological hazards in Shenzhen. Human engineering activities have become the main cause of geological disasters in Shenzhen and the most important work of geological disaster prevention. Based on the analysis of the present situation of geological hazard prevention and management in Shenzhen, this paper points out the weakness of geological disaster prevention and management in Shenzhen, such as the low degree of basic investigation, the lag of monitoring and early warning ability, the lack of policies and regulations, and the unsound management mechanism. The forms of propaganda and education are solidified, and the causes of the problems are analyzed deeply, such as the dislocation of decision consciousness, the imbalance of resource input and the absence of permanent establishment. After analyzing the research results and combining the advanced practices of many places at home and abroad, this paper puts forward some management countermeasures for the government departments: the urban geological survey should be carried out in the scientific prevention before the disaster, and the monitoring and early warning system should be improved. To strengthen quality education in disaster prevention, comprehensive management and management mechanism of geological hazards should be carried out in effective handling of disasters, and investigation and evaluation of geological hazards should be improved in post-disaster management services, and cooperation between government and associations should be promoted. We will improve the management of geological hazards in Shenzhen and maintain public safety.
