我国矿业投资软环境分析及对策研究

【摘要】：随着经济、贸易的全球一体化发展,一国或地区之间的竞争更加激烈,良好的投资环境对经济的促进作用日益凸显。特别是在科学技术飞速发展、通讯、交通日益发达的今天,一国或地区之间的物质差异和地理位置差异显得越来越淡化,硬环境设施差距逐渐缩小,软环境的重要性日益凸显,投资软环境的好坏已经成为决定投资取向的关键所在。矿业投资软环境是指相对于“硬”环境如资源状况、基础设施等而言的政策、政务、服务、体制机制、文化氛围、思想观念等环境,具体包括矿产资源勘查开发政策、税费制度、市场环境、地质资料服务、矿业权审批登记服务等方面,我国幅员辽阔,但资源总体情况及基础设施等情况一时是难以改变的,我们只有改善投资软环境才能改善我国矿业投资的整体情况,从而促进我国矿产资源的合理开发和利用,促进矿业经济的发展,满足经济社会快速发展的需求。本文从投资软环境的理论、内涵、特征入手,重点对我国矿业投资软环境在矿业投资的法制建设、矿业权市场建设、矿业权审批效率、登记审批信息公开力度、税费政策、地质资料服务、矿业政策稳定性和连续性等方面的建设现状以及存在的问题进行了分析与评判,通过开展对我国矿业投资软环境建设的问卷调查,分析了影响我国矿业投资软环境的主要因素,最后,结合当前国内外的矿业形势以及十八大提出的新要求,从思想观念转变、法制建设、市场建设、税费、地质资料服务、行政执行效力等方面,提出了改善我国矿业投资软环境的对策建议。本研究的结论一定程度上为管理部门改善我国矿业投资软环境提供了对策建议,对于政策的出台有很好的支撑作用。
[Abstract]:With the development of economy and global integration of trade, the competition between a country or a region is more intense, and a good investment environment is playing an increasingly important role in promoting the economy. Especially with the rapid development of science and technology, communication and transportation, the material and geographical differences between a country or a region are becoming more and more desalinated, the gap between hard environment facilities is gradually narrowing, and the importance of soft environment is becoming increasingly prominent. Investment soft environment has become the key to determine the investment orientation. The soft environment of mining investment refers to the policy, government affairs, service, institutional mechanism, cultural atmosphere, ideology and so on relative to the "hard" environment, such as the state of resources, infrastructure, etc., including the policy of mineral resources exploration and development, China has a vast territory in tax and fee system, market environment, geological data service, mining rights examination and approval and registration service, etc., but it is difficult to change the overall situation of resources and infrastructure for the time being. Only by improving the soft environment of investment can we improve the whole situation of mining investment in our country, thus promote the rational development and utilization of mineral resources, promote the development of mining economy and meet the demand of rapid development of economy and society. Starting with the theory, connotation and characteristics of soft environment of investment, this paper focuses on the legal construction of mining investment in China, the market construction of mining rights, the efficiency of examination and approval of mining rights, the publicity of registration and approval information, the tax and fee policy. The present situation and problems of geological data service, the stability and continuity of mining policy are analyzed and evaluated, and a questionnaire survey on the construction of soft environment for mining investment in China is carried out. This paper analyzes the main factors that affect the soft environment of mining investment in China. Finally, combining the current situation of mining industry at home and abroad and the new requirements of the 18th National Congress of China, the paper analyzes the change of ideology, the construction of legal system, the construction of market, the tax and fee, and the service of geological data. The paper puts forward some countermeasures and suggestions to improve the soft environment of mining investment in China. To a certain extent, the conclusion of this study provides the countermeasures and suggestions for the management department to improve the soft environment of mining investment in China, and has a good supporting effect on the promulgation of the policy.
