【摘要】:随着地理信息系统的飞速发展,计算机技术的日益更替与普及,在此基础上成熟起来的GIS越来越在人们的生活与生产中扮演着不可替代的身份。古往今来,人类生活的空间范围下几乎所有的活动都是发生在所生存的空间维度中,与地球表面(即地理位置)息息相关。地理信息系统已经从初探的产品化走向成熟的服务大众化的科学领域,在“数字城市”和“智慧城市”的浪潮推动下,应急资源信息化管理和应急事件的及时处置逐渐被人们所认识。我国乃至世界各国都针对应急资源管理和应急事件处置做出了很多科学研究工作。其中,基于GIS的应急资源网格化管理和运用应急资源数据的空间分析,并且以此为科学依据正确地处置应急事件是计算机学科和地理信息系统学科研究的热点。但是,综观国内外对基层应急资源的管理和对应急事件的及时处置问题的理论研究和技术研究都还是处于单一的学科领域,比如计算机领域仅仅是围绕信息化、无纸化做一些框架平台的建设,地理学领域仅仅是围绕一些应急资源分布点位置和突发事件点位置的矢量结构数据做一些单一的空间分析,这些都是缺乏对GIS学科与计算机学科两者甚至更多学科集成化的研究。因此,本文在应急部门与企业的业务探索下,运用地理网格中的空间数据共享分析、地理信息可视化和计算机信息管理系统化研发一套基层应急资源网格化管理平台以达到各个学科技术的集成应用。目的就是通过网络通讯技术、计算机技术、地理网格技术和3S技术(GIS、GPS、RS技术)的集成,提出基于网格化来管理基层应急资源。以智慧城市建设为全局视角,提供了一种全新的政府各部门使用网格化管理资源的服务模式,实现地理空间信息资源的共享与交换,并提供基于服务的GIS系统设计与开发的研究。根据技术与理论的集成交相辉映,主要内容包括以下几方面:(1)GIS网格化管理的理论分析首先介绍地理网格的概念,说明地理网格在地图学与地理信息系统中所起的作用及在资源环境管理中的运用。介绍两种地理网格,即规则地理网格和不规则地理网格的理论基础和划分情况,重点分析基于地理格网管理自然资源的特点和基层应急资源在地理格网管理中的应用。(2)基层应急资源网格化系统平台的设计分析根据GIS的设计理论过程,从需求分析探索基层应急资源的现状,得出应急资源管理亟待解决的问题。在计算机技术与GIS网格的集成下设计基层应急资源达到现代管理水平的论述分析。最后在研究理论的基础上做出基层应急资源网格化管理平台的总体设计和平台数据库的设计方案。(3)基层应急资源网格化管理平台的关键技术依据GIS空间数据访问与可视化的研究成果和实际运用,在此基础上讨论基层应急资源网格化管理平台中的基础地图数据采用瓦片数据形式进行高速访问与发布。根据地理网格的理论研究讨论本文的地理网格的划分方法。探讨整个平台在基于J2EE的SSH框架下的开发技术。(4)在平台的实现基础上主要研究空间数据的分析依据GIS的实现理论要求,通过计算机语言和网络技术把平台实现应用化。正是平台的实现把基层应急资源可视化在地图上面,利用这些可视化的空间位置数据做一些科学合理的空间分析,比如资源统计分析能为决策者处置突发事件时运筹帷幄。
[Abstract]:With the rapid development of geographic information system and the increasingly replacement and popularization of computer technology, the GIS that matures is playing an irreplaceable role in people's life and production. Throughout the ages, almost all activities in the space of human life happen in the spatial dimensions of existence, and are closely related to the earth's surface. Geographic information system has gone from the initial product to the mature service and popular science field. Under the wave of "digital city" and "smart city", the emergency resource information management and emergency disposal in time have been gradually recognized. Many scientific research work has been made in China and all over the world in response to emergency resource management and emergency response. Among them, the GIS based emergency resource grid management and the spatial analysis of emergency resource data are the hot topics of computer science and geographic information system discipline. However, the theory research and technology research and management of grass-roots emergency resources at home and abroad and the emergency events timely disposal problems are still in a single field, such as the computer field is only around information technology, paperless construction framework platform, geography field is just to do some analysis around single space some position and emergency distribution of emergency resource vector data, these are the lack of research on GIS science and computer science disciplines integrated two or more. Therefore, this article in the emergency department and business exploration, sharing, analysis of information management system of geographic information visualization and computer to develop a set of basic emergency resources grid management platform to achieve the integration of technology in various disciplines should use spatial data in the geographic grid. The purpose is to integrate grass-roots emergency resources based on grid management by integrating network communication technology, computer technology, geographic grid technology and 3S Technology (GIS, GPS and RS Technology). From the perspective of smart city construction, it provides a new service mode of government departments to use grid management resources to realize the sharing and exchange of geospatial information resources, and to provide service based GIS system design and development research. According to the theory and technology of the integration of each other, the main contents include the following aspects: (1) the theoretical analysis of GIS grid management concepts of geographic grid, the geographic grid plays in cartography and geographic information system and the role of resources in environmental management. This paper introduces the theoretical basis and division of two kinds of geographical grid, namely, regular geographic grid and irregular geographic grid. It focuses on analyzing the characteristics of natural resources management based on geographic grid and the application of basic emergency resources in geo grid management. (2) the design and analysis of grass roots emergency resource grid system platform. According to the design process of GIS, from the needs analysis, we explored the current situation of the grassroots emergency resources, and concluded the urgent problems of emergency resource management. Based on the integration of computer technology and GIS grid, the design of emergency resources at the grass-roots level has been designed to reach the modern management level. Finally, on the basis of the research theory, the overall design of the grid management platform for grass-roots emergency resources and the design of the platform database are made. (3) the basic research of emergency resources grid management platform based on the key technology of GIS spatial data access and visualization and practical application, based on the discussion of basic map data base emergency resource grid management platform in the form of tile data high speed access and release. According to the theoretical research of geographic grid, the method of dividing the geographic grid in this paper is discussed. The development technology of the whole platform in the SSH framework based on J2EE is discussed. (4) based on the implementation of the platform, we mainly study the spatial data analysis based on the theory of GIS implementation, and apply the platform through computer language and network technology. It is the realization of the basic emergency resource visualized on the map, do some scientific and reasonable spatial analysis using these spatial position data visualization, such as resource statistical analysis for decision makers to control emergencies when.
