基于数字城市系统对存量房估价核税数学模型的研究

【摘要】:数字城市自20世纪60年代起,经历了几十年的发展,逐渐发展成为由高速计算机、可视化图形、三维空间系统等高端技术组成前沿科技。GIS系统作为数字城市的重要组成部分,通过信息化手段为市民提供了城市基础功能,为政府在各领域的管理提供了智能化分析。使人们对世界的理解逐渐空间化、立体化。 存量房的估价评税作为地税局的基本管理功能,目前主要依靠人工现场粗略核定估价要素,准确性较差。引入以三维地理信息系统为基础的数字城市系统,通过搭建高分辨率航拍影像,DEM高程数据,叠加建筑模型和房产、国土、民政部门数据,按照真实数据在三维空间里建立虚拟仿真城市。对房产的自身属性和外部因素进行分析,得到估价数值。吉林市地税局作为试点,在全国实施的房产税征收试点城市中率先引进数字城市系统进行估价核税是一种全新尝试,目前在国内属首创。 本文重点对虚拟存量房三维地理信息系统搭建以及所运用的数学模型进行了分析。系统的搭建主要运用了Skyline地理信息软件,确定系统开发架构、程序结构以及数据库的建设。对数学模型的分析,包括空间决策支持模型,数据仓库模型与空间数据挖掘模型。实现系统内各类数据的分析和检索等功能。利用三维仿真的基础算法,确定三维模型的位置,,并以实际坐标定位。在此基础上,通过对存量房价值因子的分析,进行房产价值的确定。重点对道路等级类型因子和商业服务业影响度分值进行分析。确立城市若干标准核税区、标准户后实现存量房产的自动估价。 在仿真实验部分,对吉林市存量房的商业服务业影响度分值进行了实际的测算,确定了4级商业服务中心的影响分值,并可进行缓冲区分析,从而得到商业服务中心的辐射范围,以距离越远,房产价值越低的原则进行存量房价值的评估。以此分析方法作为示范,应用于其它影响存量房价值的因子计算。同时对开发的系统进行功能的图示说明。通过这部分有效的证明了数学模型的可用性和有效性,系统在实际使用中的确帮助市政府,规避了房产交易中的漏税行为,实现财政收入的大幅度增长。

This paper focuses on the analysis of virtual stock real 3D geographic information system and build a mathematical model of the system is built. The main use of the Skyline software to determine the geographic information system development, structure, program structure and database construction. The analysis of the mathematical model, including spatial decision support model, data warehouse model and spatial data mining model all kinds of data. System analysis and retrieval functions. By using the algorithm based on 3D simulation model, determine the three-dimensional position and the actual position. On this basis, through the analysis of the stock of real value factor, determine the value of the property. In the simulation experiments, the score of Jilin city housing stock commercial services for the actual calculation, to determine the effect of 4 commercial service center points, and can make the buffer analysis, so as to obtain the radiation range of business service center, the farther the distance is, the lower the value of the real estate appraisal principle the housing stock value. This analysis method as a demonstration, calculation factor applied to other effects of the housing stock value. At the same time the system function introduction. Through this part effectively demonstrates the usability and validity of the mathematical model, the system can help the municipal government in actual use, to avoid tax evasion behavior in real estate transactions, to achieve revenue growth.
