基于OGC WFS规范的土地利用总体规划空间数据发布的研究

【摘要】:随着“3S”技术的不断发展和“金土工程”持续开展,对国土资源数据的信息化提出了新的要求。以往各地区的土地利用总体规划成果矢量数据比较分散,没有集中起来进行发布和管理,这给相关部门统一管理规划成果和监督规划的实施情况带来了极大的不便。 本论文主要阐述了如何将土地利用总体规划成果矢量数据基于OGC WFS规范实现空间发布,来满足规划成果数字化管理的新需求。OGC是一个国际标准制定组织,WFS规范是其制定的关于地理空间数据发布的标准。我们选取ArcGIS Server作为土地利用总体规划成果矢量数据OGC WFS空间发布的服务器,然后再将发布的成果集成到美国SkyLine公司的TerraSuite系列软件产品中来实现数据的应用。土地利用总体规划成果矢量数据先经过前期处理以后,上传到数据服务器上,ArcGIS Server将这些数据发布成OGC WFS服务,并以GML格式的空间数据传送给客户端。WKT是OGC制定的一种用于描述地理空间信息、定义空间坐标系及其转换的文本标记语言,GML空间数据会被转换成WKT,以字符串形式存储于客户端的内存中。TerraExplorer组件是TerraSuite软件的用户浏览器,当用户使用它时,TerraExplorer组件会调用WKT,与此同时,与WKT对应区域的三维场景文件MPT被TerraGate组件发布成网络服务,该网络服务也被TerraExplorer组件调用,经过TerraSuite软件后台叠加和处理,最终将规划成果矢量数据以三维的空间数据展现在用户面前。基于发布的规划成果空间数据,实现一些具体功能,比如查询定位、报表汇总、数据检查等。 本论文研究的课题极具现实意义,由于新疆幅员辽阔,,地形条件特殊,城市呈现出区域性连片分布,各地区之间的距离相对较远,交通条件成了制约土地管理的一个重要限制因素。以往土地利用总体规划的相关业务,都是由相关部门的负责人亲自拿着纸质版成果报送上一级主管部门,然后逐级报批,一些偏远城市就会因为距离太远的问题,而使业务的办理效率大大降低。本论文的研究一旦投入使用,建立起全疆网络覆盖,将会为国土资源管理部门办理土地利用总体规划的相关业务节约大量的人力、物力和时间,突破空间和地域的限制,大大增强土地利用总体规划成果管理工作的灵活性。
[Abstract]:With the continuous development of "3s" technology and the continuous development of "Golden soil Project", new requirements have been put forward for the informatization of land and resources data. There is no centralized release and management, which brings great inconvenience to the relevant departments in unified management of planning results and supervision of the implementation of the planning. This paper mainly expounds how to realize the spatial distribution of the vector data of land use master plan based on OGC WFS specification. OGC is an international standard-setting organization, which is the standard for geospatial data publication. We select ArcGIS Server as the vector of land use planning results. Data OGC WFS space publishing server, Then the published results are integrated into the TerraSuite series software products of SkyLine Company to realize the application of the data. Uploaded to the data server, ArcGIS Server publishes the data as a OGC WFS service, and transmits the spatial data in GML format to the client. WKT is a description of geospatial information developed by OGC. The text markup language GML spatial data that defines the spatial coordinate system and its transformation is converted into a WKT, and the .Terra Explorer component is stored in the memory of the client as a string, which is the user browser of the TerraSuite software. When the user uses it, the WKT Explorer component invokes the WKT. At the same time, the 3D scene file MPT corresponding to the WKT is published as a network service by the TerraGate component, and the network service is also called by the TerraExplorer component, which is overlaid and processed by the TerraSuite software backstage. Finally, the vector data of planning results are displayed in front of the user as three-dimensional spatial data. Based on the published spatial data of planning results, some specific functions are realized, such as query and positioning, report summary, data checking and so on. The subject studied in this paper is of great practical significance. Because Xinjiang has a vast territory and special terrain conditions, the city presents a regional distribution, and the distance between different regions is relatively far. Traffic conditions have become an important constraint on land management. In the past, the relevant business of the overall land use planning was submitted to the higher level authorities by the responsible persons of the relevant departments personally with the paper version of the results, and then they were reported to the competent departments one by one for approval. Some remote cities will be too far away, so that the efficiency of business processing will be greatly reduced. Once the research of this paper is put into use, the whole Xinjiang network will be established. It will save a great deal of manpower, material resources and time for the land use master planning of the land and resources management department, break through the limitation of space and region, and greatly enhance the flexibility of the land use overall planning result management.
