基于MapGIS K9的市级土地利用现状空间数据库整合与应用研究

【摘要】:土地利用现状数据为国土管理部门进行科学规划、合理开发利用土地资源提供了基础数据支持,是国土资源数据中心的核心数据。经过多年的建设与发展,我国大部分市、县都建立了1:1万土地利用现状数据库,但是由于资金和技术条件的限制,造成了绝大多数区、县级数据库都存在更新滞后和应用不足的问题,这与省、市级国土业务对土地利用现状数据的需求形成巨大矛盾,本文希望以此为背景对市级土地利用现状数据库整合管理机制及相关技术手段进行研究,以此盘活现有的大量“闲库”和“死库”,充分发挥其在土地利用形势分析、资源监测监管、地质灾害防治、参与宏观调控辅助决策支持及社会化服务等方面的重要作用。 针对当前区、县级土地利用现状数据库普遍存在数据现势性较差、数据“孤岛”效应严重、省市级层面难以得到应用等现象,本文以相关技术规范为标准,在全面分析市级土地利用现状空间数据的来源、构成、特点的基础上,提出了市级土地利用现状空间数据整合的总体框架和方案,,并对整合的内容和相关技术手段进行了简要阐述,最后以江西省赣州市为研究对象,选用ETL技术、空间数据库技术、土地利用现状数据管理维护技术和数据质量控制技术作为关键技术,采取MapGIS K9SP3平台与Oracle10g相结合的方式,开发建设赣州市市级土地利用现状数据整合应用系统,基本实现了数据整合入库、信息查询管理、专题图制作等基本功能,为实现市级国土管理信息化奠定了一定基础。 本文提出了在市级建立土地利用现状数据中心,而市辖各区、县作为市级数据中心客户端的数据集成方式,并给出相应的运行模式和数据管理、维护、更新机制。其次针对市级土地利用现状数据整合应用各个环节的实际需求,梳理出市级土地利用数据集成应用的技术框架。重点通过将不同数据格式的空间数据转换到MapGIS K9平台下与使用四参数转换法对土地利用现状空间数据进行坐标系统的转换,解决了多源土地利用空间数据数据格式多样、坐标系统不统一等问题,使各区、县土地利用现状数据在统一坐标系内动态投影成图,形成完整的市级土地利用现状数据逻辑视图,从而满足市级应用,同时又能保证各区、县数据单独存储。这一方式不但避免了各自建库带来的庞大工作量,而且又便于各区、县数据进行单独更新与维护。
[Abstract]:Land use status data provide basic data support for land management department to develop and utilize land resources rationally. It is the core data of land resources data center. After years of construction and development, most cities in China, Counties have set up a database on the current situation of land use of 10: 10, 000. However, because of the limitation of funds and technical conditions, most regions and county level databases have problems of lagging behind in updating and insufficient application. This is in line with the problems of provinces, There is a huge contradiction in the demand for land use status data in the city land business. This paper hopes to study the integrated management mechanism and related technical means of the land use status database at the city level against this background. In this way, a large number of existing "idle and dead reservoirs" can be invigorated to give full play to their important roles in land use situation analysis, resource monitoring and supervision, geological hazard prevention and control, participation in macroeconomic control and decision support and socialized service. In view of the phenomenon that the present situation database of land use at county level is poor in present situation, the effect of "isolated island" of data is serious, and it is difficult to be applied at the provincial and municipal level, this paper takes the relevant technical specification as the standard, and so on. Based on the comprehensive analysis of the sources, composition and characteristics of the spatial data of the urban land use status, the overall framework and scheme of the spatial data integration of the urban land use status are put forward. The content of integration and related technical means are briefly described. Finally, taking Ganzhou City of Jiangxi Province as the research object, ETL technology and spatial database technology are selected. As the key technology, the land use status data management and maintenance technology and data quality control technology are adopted to develop and construct the data integration application system of Ganzhou city land use status by using MapGIS K9SP3 platform and Oracle10g. The basic functions of data integration, information query and management, thematic map making and so on have been realized, which have laid a certain foundation for realizing the informatization of municipal land management. This paper puts forward the data integration mode of establishing land use status data center at the city level, and the city administers all districts and counties as the client of the city level data center, and gives the corresponding operation mode and data management, maintenance, etc. Secondly, according to the actual demand of the city land use status data integration and application each link, Combing out the technical framework of integrated application of land use data at city level, the coordinate system transformation of spatial data of land use status is carried out by converting spatial data in different data formats to MapGIS K9 platform and using four-parameter transformation method. Solving the problems of multi-source land use spatial data format diversity, coordinate system disunity and so on, so that the land use status data of all districts and counties can be dynamically projected into a map in the unified coordinate system. Forming a complete logical view of the data of the present situation of land use at the municipal level, thus satisfying the application of the municipal level, and at the same time ensuring that the data of each district and county can be stored separately. This method not only avoids the huge workload brought by the construction of the respective database, but also facilitates the districts. County data are updated and maintained separately.
