诸城市空间地理信息服务系统的设计与开发

【摘要】:人类社会发展到全球化知识经济时代的主要标志就是信息技术的发展,人类社会可持续发展的最宝贵的资源是信息资源。作为非常重要的一种信息资源,基础地理信息同时随着信息化的建设也随之提升,社会各个层面也对更加关注起来,得到更大范围的应用,政府各部门信息资源相互共享的需求也增加。 空间地理系统体系的基础是“数字城市”但又高于“数字城市”,空间地理系统涉及到多个系统,包括GPS(全球定位系统)、GIS(地理信息系统)和RS(遥感系统)等系统。在此基础之上进行系统的整合、系统的研发、系统的应用、交流、共享各种信息资源。政府统一管理基础空间地理信息资源,各应用行业部门可以在充分利用共享公共资源的同时补充和更新完善该行业的空间地理信息资源,这样良性循环使得基础信息共享系统会聚集越来越多的行业参与而得到发展。 为了满足诸城市各政府单位对空间地理信息的共享需求,应该建立诸城市空间地理信息共享渠道,建立符合国际标准的数据接口供多个共同服务。同时显示基础地形影像、遥感的图像、政务信息、详细的目录、政务电子图像、地图影像、三维立体图案、地址匹配、D E M等多个层面共同服务。尽可能地避免重复建设,,节约人力、财力成本,给各委办局及下属单位提供电子政务建设所需的空间数据共享服务。同时也可以避免各单位重复购置各类硬件设备、减少在维持系统运行维护方面的投入,节省大量投资。系统建立过程中,可以先进行一些试点,同时选取一些政府职能部门进行系统开通,利用各个不同接口开发相应的系统。
[Abstract]:The development of information technology is the main symbol of the development of human society to the era of global knowledge economy. The most precious resource of sustainable development of human society is information resources.As a very important information resource, basic geographic information is also promoted with the construction of information technology.The demand for sharing information resources among government departments has also increased.The spatial geographic system is based on "digital city" but higher than "digital city". Spatial geographic system involves many systems, including GPS (Global Positioning system) and RS (remote Sensing system) and so on.On this basis, the system integration, system research and development, system application, communication, sharing of information resources.The government unifies the management of the basic spatial geographic information resources, and the application industry departments can make full use of the shared public resources while supplementing and improving the spatial geographic information resources of the industry.This virtuous circle makes the basic information sharing system gather more and more industry participation and get development.In order to meet the need of spatial geographic information sharing among government units in Zhucheng city, it is necessary to establish spatial geographic information sharing channels in Zhucheng city, and to establish data interfaces in accordance with international standards for common services.At the same time, the basic terrain image, remote sensing image, government information, detailed catalogue, government electronic image, map image, three-dimensional pattern, address matching D E M and so on are served together.Avoid duplication of construction, save human and financial costs, and provide spatial data sharing services needed for the construction of electronic government affairs.At the same time, it can avoid repeated purchase of all kinds of hardware equipment, reduce the investment in maintaining system operation and maintenance, and save a lot of investment.In the process of establishing the system, we can carry on some pilot projects first, and select some government functional departments to open up the system and develop the corresponding system by using different interfaces.
