基于GIS的济南市建设用地扩展边界划定研究

【摘要】:土地是我们赖以生存与发展的基础,土地的合理利用是实现可持续发展的重要保障。随着城市化进程的推进,城市用地空间不断向外扩张。城市化水平的提高虽然促进了社会经济的发展,但同时也导致了一些城市在用地空间上的的无序蔓延,从而引起城市发展效率低下、生态环境遭到破坏等一系列的问题。因此如何引导城市合理扩展,实现经济效益、社会效益和生态效益等综合效益的最大化就成为社会各界日益关注的问题。城市建设用地扩展边界的划定则对控制城市无序扩张,提高城市的发展质量具有重要意义。在大数据时代的背景下,本文在参考国内外关于城市建设用地扩展相关研究的基础上,结合有关的土地利用与城市发展理论,通过传统数据与大数据的有机结合来进行城市建设用地扩展边界的划定研究。本文认为城市建设用地扩展的主要限制因素有四个方面,分别是自然条件与生态环境因素、社会经济因素、居民的社会行为因素、政策因素。在充分考虑这些限制因素的情况下,首先对城市进行生态环境敏感性综合评价与建设用地适宜性评价以确定建设用地扩展的限制等级,并提取出禁止建设区域。城市扩展在考虑自然环境、社会经济等客观因素的基础上,也要以人为本,考虑人作为社会主体所带来的影响。因此基于微博数据进行人的社会行为分析,并把评价结果作为城市建设用地扩展边界划定的重要依据。对济南市的城市发展特点和城市化进程进行分析。由分析结果可知,研究期间内济南市城市化水平稳步提升,城市扩展类型以填充增强主导型扩展为主,建设用地扩展速率相对稳定,而且扩展主要是沿东西方向延伸。在分析济南市建设用地扩展限制因素的基础上,构建合适的指标体系进行济南市生态环境敏感性与建设用地适宜性评价,并提取出禁止建设区域。评价结果表明济南市中部平原区是最适合建设用地扩展的区域,而生态环境敏感性较高的区域主要分布在东南部山区和北部的黄河流域保护区。基于微博数据对济南市城市活动与情感分析结果表明泉城广场商圈和洪家楼商圈是济南市活动最为集聚的区域,而且济南市各用地功能区混合布局,产城融合实现度较高。城市情感在空间上分布破碎度较高,但整体上城市中心的城市情感值高于城市边缘地区,而且城市北部消极情绪较为集聚。对济南市2020年的建设用地扩展规模进行预测,预测其增加面积为57.49km~2,综合建设用地扩展综合评价结果与城市情感值评价结果,按照扩展等级划定了济南市建设用地扩展边界。划定结果表明济南市建设用地主要沿交通走廊向济南市东西两翼扩展,与济南市城市规划(2006-2020)和土地利用总体规划(2006-2020)吻合度较高,表明该划定方法具有一定的合理性。最后,简要总结了本文的主要结论,并且展望了今后有待进一步改进的方面。
[Abstract]:Land is the basis of our survival and development, the rational use of land is an important guarantee to achieve sustainable development.With the development of urbanization, urban land space is expanding continuously.Although the improvement of urbanization has promoted the development of social economy, it has also led to the disorderly spread of some cities in the space of land use, thus causing a series of problems such as the inefficiency of urban development and the destruction of ecological environment.Therefore, how to guide the rational expansion of the city and realize the maximization of the comprehensive benefits, such as economic, social and ecological benefits, has become a growing concern of all walks of life.The demarcation of the expanding boundary of urban construction land is of great significance to control the urban sprawl and improve the quality of urban development.Under the background of big data's time, this paper, on the basis of referring to the domestic and foreign research on the expansion of urban construction land, combines the relevant theories of land use and urban development.Through the combination of traditional data and big data, this paper studies the boundary demarcation of urban construction land expansion.This paper holds that the main limiting factors of urban construction land expansion are natural conditions and ecological environment factors, social and economic factors, residents' social behavior factors, and policy factors.In order to determine the limit level of construction land expansion, the eco-environmental sensitivity comprehensive evaluation and construction land suitability evaluation are carried out to determine the restricted level of construction land expansion, and the forbidden construction area is extracted.On the basis of considering the objective factors such as natural environment, social economy and so on, urban expansion should also consider the influence of human being as the main body of society.Therefore, the analysis of human social behavior is based on Weibo data, and the evaluation result is regarded as an important basis for the boundary demarcation of urban construction land expansion.This paper analyzes the urban development characteristics and urbanization process of Jinan.According to the analysis results, the urbanization level of Jinan has been rising steadily during the study period. The main type of urban expansion is filling and strengthening oriented expansion, the rate of construction land expansion is relatively stable, and the expansion is mainly along the east-west direction.On the basis of analyzing the limiting factors of the expansion of construction land in Jinan City, an appropriate index system was constructed to evaluate the ecological sensitivity and suitability of construction land in Jinan City, and the forbidden construction area was extracted.The evaluation results show that the central plain of Jinan is the most suitable area for the expansion of construction land, while the region with high eco-environmental sensitivity is mainly distributed in the Yellow River Basin protected area in the southeast mountainous area and the northern part of the region.Based on Weibo's data, the analysis results of Jinan city activity and emotion show that the Quancheng square and Hongjialou commercial district are the most concentrated areas of Jinan city, and the mixed layout of each land function area in Jinan city has a high degree of realizing the integration of production and city.The spatial distribution of urban emotion is relatively high, but on the whole, the urban emotional value of urban center is higher than that of urban fringe area, and the negative emotion of the northern part of the city is more concentrated.This paper forecasts the expansion scale of construction land in Jinan in 2020, and predicts that the increase area is 57.49 km2. The comprehensive evaluation result of comprehensive construction land expansion and the evaluation result of urban emotion value are used to delimit the expansion boundary of construction land in Jinan according to the expansion grade.The results show that the construction land in Jinan is mainly extended to the east and west wings of Jinan along the traffic corridor, which is in good agreement with the urban planning of Jinan city (2006-2020) and the overall land use plan (2006-2020), which indicates that the method is reasonable.Finally, the main conclusions of this paper are briefly summarized, and the future aspects of further improvement are prospected.
