【摘要】:各级政府、各级部门、军队、通信、电力、企业面对自然灾害、事故灾难、公共卫生、安全事件等各种突发事件的威胁,需要按照平战结合原则进行应急管理、应急演练、应急处置。平时对各种应急资源、危险源和风险隐患区、重要防护目标进行有效的信息化管理、监控分析和预警,力求避免各种突发事件的发生,防患于未然;事件发生时第一时间实现接处警,综合各种应急资源和事件现场情况在最短时间内对灾害做出准确判断和科学评估,制定出正确的应急处置决策;在事件处置过程中全面把握事件态势,进行科学指挥和资源部署,有效利用各种人力物力应急资源,最大限度地减少灾害事件对人民群众生命财产造成的损失和影响。 论文在阐述综合应急指挥功能框架基础上,分析了系统主要功能涉及的关键技术,分析了基于PDA偏移压缩的实时定位监控技术以实现应急指挥的现场处置和监控,设计并实现了基于GIS的可视化应急指挥信息系统。 论文以应急处置过程中各类现场应急处置队伍的实时定位跟踪为目标,提出基于偏移变向的空间矢量数据实时压缩方法,有效解决移动应急终端的有效定位、实时压缩、同步网络上传的需求,,使定位监控做得到实时、准确、可回放。 论文利用GIS技术,研究并设计实现综合应急指挥系统,包括应急值守的可视化的接处警;应急资源和关联数据的可视化管理维护;应急预案的数字预案编制维护;应急处置的态势分析与决策、处置分队监控管理、现场指挥;移动应急终端的多媒体应急资源采集及上传入库、应急资源对象自动标注、现场上报、应急通信等。 综合应急指挥系统突出可视化管理和指挥,具有实用性系统性强、操作维护方便、扩展灵活的特点,实现了应急资源的有效管理维护和多部门的科学协调指挥。
[Abstract]:Governments at all levels, departments at all levels, the army, communications, electricity, and enterprises, faced with the threat of natural disasters, accidents, public health and security incidents, need to carry out emergency management and emergency drills in accordance with the principle of combining peacetime and war. Emergency disposal At ordinary times, effective information management, monitoring, analysis and early warning are carried out on all kinds of emergency resources, dangerous sources and hidden danger areas, and important protection targets, in order to avoid the occurrence of all kinds of unexpected events and prevent accidents in the early stages; When the event occurs, the first time to realize the response to the police, synthesizing all kinds of emergency resources and the scene of events in the shortest time to make an accurate judgment and scientific evaluation of the disaster, to formulate a correct emergency decision; In the process of handling events, we should grasp the situation of events, conduct scientific command and deployment of resources, effectively utilize all kinds of human and material resources for emergency, and minimize the loss and impact of disaster events on people's lives and property. On the basis of expounding the functional framework of integrated emergency command, this paper analyzes the key technologies involved in the main functions of the system, and analyzes the real-time positioning and monitoring technology based on PDA offset compression to realize the field disposal and monitoring of emergency command. A visual emergency command information system based on GIS is designed and implemented. Aiming at the real-time positioning and tracking of all kinds of emergency disposal teams in the process of emergency disposal, this paper puts forward a real-time compression method of space vector data based on offset and direction change, which effectively solves the effective positioning and real-time compression of mobile emergency terminals. Synchronous network upload requirements, so that positioning monitoring can be real-time, accurate, playback. Using GIS technology, this paper studies and designs and implements the integrated emergency command system, including the visual response and handling of emergency guard, the visual management and maintenance of emergency resources and related data, the compilation and maintenance of digital plan of emergency plan, and the design and implementation of the integrated emergency command system. Situation analysis and decision of emergency disposal, monitoring and management of disposal unit, field command, collection and uploading of multimedia emergency resources in mobile emergency terminal, automatic marking of emergency resource object, field report, emergency communication, etc. The integrated emergency command system is characterized by visual management and command, with strong practicability and systematicness, convenient operation and maintenance, and flexible expansion. It realizes the effective management and maintenance of emergency resources and the scientific coordination and command of various departments.
