基于遥感与GIS的城市公共安全评价方法研究

【摘要】:随着我国社会经济的快速发展和城市化水平的逐年提高,城市公共安全问题和隐患日益显现。开展城市公共安全评价,有针对性地采取整改和补强措施,保障城市稳定的生活、生产秩序,保障城市公众生命和财产的安全,对城市未来的建设和健康发展有重要意义。 本研究基于遥感与GIS技术对城市公共安全评价方法进行研究,构建了基于能力与脆弱性的城市公共安全综合评价指标体系。并以厦门市为例,对城市公共安全评价流程和结果进行了初步的分析论证。论文从遥感影像、统计年鉴资料、电子报刊、在线电子地图等多方来源的数据中提取城市公共安全评价指标:(1)利用高分辨率遥感影像提取流动人口、道路网、水系、水库和海岸线等城市公共安全评价空间指标;(2)从年鉴统计资料、电子报刊、在线电子地图等途径提取其他指标。通过参考前人研究中对指标权重赋值的方法,对各个指标进行权重赋值。并对各脆弱3评分格局图。 表3-7洪水灾害脆弱性评分标准 Tab.3-7The scoring standard of the vulnera市公共安全指数格局图。对比传统的城市公共安全评价指标只能获得单个数值,本研究实现了城市空间格局上的评价,所生成公共安全指数格局图能较直观地反映城市内部各区域的公共安全指数差异,发现脆弱性所在区位。数据的来源比传统方法仅从统计年鉴上获取数据有所拓宽,并且利用GIS技术克服了传统研究中不利于多源数据融合分析的缺点。 本研究以ArcGIS9.3为平台实现城市公共安全模型评价,将遥感影像和GIS应用于城市公共安全评价的方法对今后研究城市公共安全评价有一定的借鉴意义。
[Abstract]:With the rapid development of social economy and the improvement of urbanization level, the problems and hidden dangers of urban public safety appear day by day. It is of great significance for the future construction and healthy development of the city to carry out the evaluation of urban public safety and take corresponding measures of rectification and reinforcement to ensure the stable life and production order of the city and the safety of the life and property of the urban public. Based on remote sensing and GIS technology, a comprehensive evaluation index system of urban public safety is constructed based on capability and vulnerability. Taking Xiamen as an example, the process and results of urban public safety evaluation are preliminarily analyzed and demonstrated. From remote sensing image, statistical yearbook data, electronic newspaper, online electronic map and other multi-source data, the paper extracts the evaluation index of urban public safety: (1) using high-resolution remote sensing image to extract floating population, road network, water system, etc. (2) extracting other indexes from yearbook statistics, electronic newspapers, online electronic maps and so on. By referring to the methods of weight assignment in previous studies, the weights of each index are assigned. At the same time, the frail 3 score pattern map. Compared with the traditional evaluation index of urban public safety, only a single numerical value can be obtained. This study has realized the evaluation of urban spatial pattern, and the public safety index pattern map can directly reflect the difference of public safety index in each region of the city. The location of vulnerability was found. The source of data is more extensive than the traditional method, and the GIS technique is used to overcome the disadvantage of traditional research which is not conducive to multi-source data fusion analysis. In this study, the evaluation of urban public safety model is realized on the platform of ArcGIS9.3. The application of remote sensing image and GIS to urban public safety evaluation has certain reference significance for the future study of urban public safety evaluation.
