基于Supermap的土地利用规划数据库建设研究

【摘要】：土地作为人类生产生活中重要的自然资源,在人类发展中发挥重要的作用。近年来,土地资源的不合理开发已经可持续发展产生了严重影响,并且土地资源的需求与供给态势会随着城镇扩张进程的加快进一步凸显。众多学者已经就土地资源进行科学管理,促进社会经济又快又好发展进行了研究。在此背景下,土地管理部门开展了新一轮土地利用总体规划(2006年一2020年)的编制。在当今经济飞速发展的条件下,传统的土地利用规划方法已经不能满足土地工作的需要,用人工绘制地图和纸质文档的方法不能有效的对土地资源进行管理,并且保存和查阅也比较困难。如何利用地理信息技术和理论的发展,实现对未来土地利用状况进行规划和分析,成为土地管理者新时期的研究课题。本文以此为研究背景,对土地利用总体规划数据库建设进行了研究和探讨。本文结论主要有：(1)探讨了地理信息系统的现状及其在数据库建设中的应用,提出了数据库建设的目标及通过建设土地利用规划数据库来管理与应用规划成果的必要性及可行性。(2)对土地利用规划数据库建设的软硬件环境、建库流程进行了详细的研究,提出了基于Supermap建设土地利用规划数据库的优越性。(3)阐述了如何在Supermap平台下利用第二次土地调查成果和土地利用总体规划成果等资料,建立土地利用总体规划数据库,系统研究了建库过程中整体思路及技术路线,着重对数据库建立过程中,基数转换、规划要素添加、属性要素的添加、质检等过程进行了探讨。(4)在数据库建立完成后,对现有的数据库的不足进行分析。(5)在土地利用总体规划数据库的基础上添加等高线、坡度等信息,并以有坡度信息的土地利用规划现状图为参考,对五寨县农用地进行土地适宜性评价,使得在土地管理者决策时有更加高效,为土地的利用提供进一步便利。最后总结全文,认为本研究可以为土地利用规划建库提供支持。
[Abstract]:As an important natural resource in human production and life, land plays an important role in human development. In recent years, unreasonable development of land resources has had a serious impact on Sustainable development, and the demand and supply situation of land resources will be further highlighted with the acceleration of urban expansion. In this context, the land management department has carried out a new round of land use master plan (2006-2020). Under the conditions of rapid economic development, the traditional land use planning methods can not meet the needs of land work. Manual mapping and paper documents can not effectively manage land resources, and it is difficult to preserve and access them. How to use the development of geographic information technology and theory to plan and analyze the future land use situation has become a research topic for land managers in the new era. This paper studies and discusses the database construction of the general land use planning.
The main conclusions of this paper are as follows: (1) Discuss the current situation of GIS and its application in database construction, put forward the goal of database construction and the necessity and feasibility of managing and applying planning results by building land use planning database. (2) Build database flow for the software and hardware environment of land use planning database construction. Cheng has carried on the detailed research, proposed based on Supermap construction land use planning database superiority. (3) elaborated how under the Supermap platform uses the second land survey result and the land use master plan achievement and so on data, establishes the land use master plan database, has systematically studied in the database construction process overall mentality and the technology. Technical route, focusing on the database establishment process, cardinal conversion, planning elements to add, attribute elements to add, quality inspection and other processes were discussed. (4) After the completion of the database, the deficiencies of the existing database were analyzed. (5) On the basis of the land use master plan database to add contour lines, slope and other information, and with the existing slope. The current land use planning map of degree information is used as a reference to evaluate the suitability of agricultural land in Wuzhai County, which makes the decision-making of land managers more efficient and facilitates the use of land.
