基于“一张图”的土地资源综合监管平台的设计与实现

【摘要】:当前国土资源信息化建设正处在“十二五”规划的关键时期,国土资源“金土工程”是本阶段的重点任务,土地资源管理的信息化是“国土资源信息化"的重要组成部分。在很长一段时期内,土地资源管理中以审批为由,不重视过程和结果的监督和管理的行政理念和工作方式、方法始终束缚着从国家部门到国土资源基层部门的思维。同时,落实对土地资源的动态监督和管理的有效办法、技术手段和应用系统却迟迟未能实现。土地资源监管平台建设迫在眉睫。 基于此本文设计与开发了基于“一张图”的土地资源综合监管平台,为推动土地资源综合监管平台的建设提供参考。 首先,论文分析了国内外的土地资源信息化现状和监管现状,研究了国内学者在土地资源监管平台的建设中所提出的理论和方法。并对土地资源综合监管平台中所要用的相关技术——SOA理论,WEB服务,,GIS服务以及ARCGIS Server技术做了深入的探索和分析。 其次,论文分析了土地资源管理中各个业务的流程业务以及业务与业务之间的相互联系,并在此基础上对土地资源监管进行分析和探索,初步认识到土地资源综合监管的主要内容分别为土地在线监管,土地执法监察以及综合监管分析。在“一张图”数据库的基础上对土地资源综合监管平台进行了设计,详细设计了建设用地审批监管流程,土地执法监察流程,土地供应和开发利用监管流程。同时还对系统的功能模块和数据库进行了设计。 最后,根据相关技术理论、需求分析、系统的设计以及“一张图”数据库基础,本文实现了基于B/S结构的土地资源综合监管平台。平台利用Oracle存储数据,数据库引擎为ARCSDE,空间数据通过ARCGIS Server来发布,用ASP.NET,C#以及JavaScript来开发系统的客户端和服务器端程序。在该平台中可进行土地交易监管和土地开发利用监管,以及在这两个监管中会用到的一些其他的辅助功能。这些功能有数据的浏览和查询,数据的编辑,数据红线分析,数据对比等等。 系统的最终实现体现了“一张图”工程的在土地资源综合监管中的重大意义,同时也证明了系统设计方案的可行性与正确性。
[Abstract]:At present, the construction of land and resources informatization is in the critical period of the 12th Five-Year Plan. The "Golden soil Project" is the key task in this stage, and the informationization of land resources management is an important part of "Land and Resources Informatization". In a long period of time, the administrative ideas and working methods of supervision and management of process and result are not attached importance to in the management of land resources on the grounds of examination and approval, and the methods always constrain the thinking from the national departments to the grass-roots departments of land and resources. At the same time, the effective methods of dynamic supervision and management of land resources can not be realized by technical means and application systems. The construction of land resources supervision platform is urgent. Based on this, a land resources comprehensive supervision platform based on "one chart" is designed and developed, which provides a reference for promoting the construction of land resources comprehensive supervision platform. Firstly, the paper analyzes the present situation of land resources informatization and supervision at home and abroad, and studies the theories and methods put forward by domestic scholars in the construction of land resources supervision platform. This paper also makes a deep exploration and analysis of the related technologies used in the land resources comprehensive supervision platform, such as SOA theory, WEB service, GIS service and ARCGIS Server technology. Secondly, the paper analyzes the process business of each business in the land resource management and the relationship between the business and the business, and analyzes and explores the land resources supervision on this basis. It is preliminarily recognized that the main contents of comprehensive supervision of land resources are land online supervision, land law enforcement supervision and comprehensive supervision analysis. Based on the database of "one chart", the comprehensive supervision platform of land resources is designed, and the process of supervision and approval of construction land, the process of land law enforcement and supervision, the process of land supply and development and utilization supervision are designed in detail. At the same time, the function module and database of the system are designed. Finally, according to the related technology theory, requirement analysis, system design and "one map" database foundation, this paper realizes the land resources comprehensive supervision platform based on B / S structure. The platform uses Oracle to store data, the database engine publishes the spatial data for ARCSDE, through ARCGIS Server, and ASP.NET,C# and JavaScript are used to develop the client and server programs of the system. Land transaction supervision and land development and utilization supervision can be carried out in the platform, as well as some other auxiliary functions that will be used in these two regulations. These features include data browsing and query, data editing, data red line analysis, data comparison, and so on. The final realization of the system reflects the great significance of the "one drawing" project in the comprehensive supervision of land resources, and at the same time proves the feasibility and correctness of the design scheme of the system.
