【摘要】:2016年我国矿山环境全面治理翻开新的一页,面对大量的历史遗留废弃矿山环境治理,将环保PPP模式移植到矿山环境治理领域,解决矿山环境治理资金不足困境,是值得研究的问题。文章分析了环保PPP项目的应用现状,运用SWOT分析法对废弃矿山环境治理的实用和可行性进行了分析。根据矿山环境治理PPP模式的自身特点,提出废弃矿山环境治理PPP具体应用机制:即矿山环境治理PPP项目采用FDBT/FDBOT模式;采用环保区域整体项目包,"二八模式"治理和环境效果付费的合作方式;设计了矿山环境治理PPP项目的利润回报机制;建立废弃矿山环境治理PPP项目动态管理机制;从法规、制度、专业人才多向度完善政府的矿山环境治理配套能力建设;协同公众力量,利用"互联网+"实现矿山的智慧治理。
[Abstract]:In 2016, China's mining environment comprehensive governance has opened up a new page. Faced with a lot of historical abandoned abandoned mine environmental governance, it is worth studying that we should transplant the environmental PPP mode to the mine environmental governance field, and solve the shortage of funds for mine environmental governance. This paper analyzes the current situation of the application of environmental protection PPP project, and analyzes the practicability and feasibility of environmental treatment of abandoned mines by using SWOT analysis method. According to the PPP model of mine environmental governance characteristics, the abandoned mine environmental governance mechanism: the specific application of PPP is to use the FDBT/FDBOT mode of PPP projects in mine environmental governance; environmental protection by the overall regional project package, "pay 28 cooperation model of governance and environmental effects; the design of PPP project of mine environmental governance profit mechanism; the establishment of waste mine environmental management of PPP project dynamic management mechanism; from the personnel regulations, multi system, professional degree to improve the government's ability to complete the construction of mine environmental governance; collaborative public power, using the" Internet + "to realize the wisdom of governance mine.
