山西省煤炭行业供给侧结构性改革研究

【摘要】：党中央将推进供给侧结构性改革作为"十三五"时期发展主线,是对我国经济结构和供给管理的优化调整做出的重大战略举措。这为我国转变经济发展方式发展思路提供了新方向。供给侧结构性改革的提出,是对政府与市场关系认识的进一步深化,对市场调节经济的方式,以及新常态下经济发展理念,都提出了新的要求。供给侧结构性改革着重解决实际问题,是对我国经济发展中的供求变化做出的重大决策,是社会主义市场经济的新发展。山西省煤炭行业供给侧结构性改革任重道远,山西煤炭经济在发展过程中存在的主要问题是山西省煤炭行业产能严重过剩,库存过高,煤炭生产成本高,煤炭市场机制不合理,煤企治理机制不完善,煤炭发展方式粗放,科技创新力度不够,体制机制障碍,煤炭供给侧结构性改革的政策环境需要进一步优化。本文通过总结山西省煤炭行业发展现状以及存在的问题,借鉴国内外煤炭供给侧结构性改革的经验,有针对性的提出山西煤炭行业走出困境的思路和对策。发展对策是化解过剩产能,完善煤炭市场机制,破除体制机制障碍,同时从政策、金融等方面推进厂办大集体改革,以实现山西煤炭行业健康发展。本文分为四个章节:第一章绪论。探讨论文的选题背景和选题意义,综述了国内外关于煤炭供给侧结构性改革的研究现状,说明了文章的研究思路和研究方法。第二章相关概念的界定,理论渊源和现实依据。梳理了煤炭供给侧结构性改革的基本概念和理论基础。第三章分析了山西省煤炭行业发展现状,阐明山西省煤炭供给侧结构性改革面临的困境,并对山西省煤炭行业供给侧结构性改革面临的困境进行原因分析。第四章对推动山西省煤炭行业供给侧结构性改革发展提出相应的对策并加以分析。
[Abstract]:The CPC Central Committee will promote supply-side structural reform as the main line of development in the 13th Five-Year Plan period. It is an important strategic measure to optimize and adjust the economic structure and supply management of our country. This provides a new direction for the transformation of the mode of economic development in our country. It is the further deepening of the understanding of the relationship between the government and the market, the way in which the market regulates the economy, and the concept of economic development under the new normal. The supply-side structural reform focuses on solving practical problems. It is a major decision on the change of supply and demand in China's economic development and a new development of the socialist market economy. The supply side structural reform of the coal industry in Shanxi Province has a long way to go. The main problems in the development of Shanxi's coal economy are serious overcapacity, excessive inventory, high coal production cost, unreasonable coal market mechanism, imperfect coal enterprise governance mechanism and extensive coal development mode. The innovation of science and technology is not enough, the system and mechanism obstacle, the policy environment of coal supply-side structural reform need to be further optimized. Based on the experience of coal supply-side structural reform at home and abroad, this paper puts forward the ideas and countermeasures for Shanxi coal industry to get out of the predicament. The development countermeasures are to resolve the excess capacity, perfect the coal market mechanism, and break down the obstacles of the system mechanism. In order to realize the healthy development of Shanxi coal industry, this paper is divided into four chapters: the first chapter is introduction. This paper summarizes the current research situation of coal supply-side structural reform at home and abroad, explains the research ideas and research methods of the article. Theoretical origin and practical basis, combing the basic concepts and theoretical basis of coal supply-side structural reform. Chapter three analyzes the present situation of coal industry development in Shanxi Province, and expounds the difficulties faced by the structural reform of coal supply-side structure in Shanxi Province. The fourth chapter puts forward the corresponding countermeasures to promote the development of the supply-side structural reform of the coal industry in Shanxi Province and analyzes the reasons for the difficulties faced by the supply-side structural reform of the coal industry in Shanxi Province.
