内江地区矿产资源规划研究

【摘要】:矿产资源是经济和社会发展的重要物质基础,是国家赖以发展的经济命脉,具有不可再生性和有限性。21世纪以来,我国经济的迅猛发展的同时,所消耗的矿产资源量也在逐渐增大,这造成了矿产资源储量的不足,保障程度不够,资源量的短缺成为了制约我国经济发展进程的阻碍。如果要保障矿产资源持续有效的供应,就要把对矿产资源勘查和开发的管理力度加强。矿产资源规划是国家在社会主义经济条件下,实现矿产资源勘查和开发的重要纲领性文件,是依法审批矿产资源勘查、开发活动的重要依据。内江市成矿地质条件一般,但石灰岩、砖瓦用页岩、玻璃用石英砂岩、玻璃用白云岩、耐火粘土等优势矿产资源勘查开发潜力巨大,加之内江市具有较为完善的矿产资源采选加工体系和数量多成本低的劳动力,矿产资源勘查开发前景广阔。但自2001年内江市首轮矿产资源总体规划实施以来,内江市矿产资源的开发还存在一些重要问题,由于缺乏相应的制度约束,局部地区的开发秩序和矿山布局仍然比较混乱,甚至存在一些违法违规行为。因此,及时开展新一轮矿产资源规划具有十分重要的意义。本论文是在全面搜集大量的矿产地、矿山企业实地调研的成果资料的基础上,用一定的理论系统地总结和分析了现有的各类资料的条件下完成的。论文首先描述了内江地区的区域成矿地质背景,并对该地区适合成矿的成矿区带进行了总结和划分,并对该地区矿产资源潜力做了一个分析。之后总结了内江地区矿产资源现状,分析了优势能源矿产(主要为煤矿)、建筑非金属矿产等资源的分布情况和储量变化情况,总结了目前内江地区矿产资源勘查及矿产资源开发利用的现状和存在的问题。总结并分析该地区的页岩气成藏地质条件,研究区内成矿地质特征和开采潜力,初步圈定内江地区页岩气远景区。结合矿业开发对四川省以及内江地区经济发展做出的贡献,并对供需形势进行了分析,确定了矿产资源规划的标准。依据区域成矿学理论和方法,全面分析了内江成矿地质条件、主要矿床类型、成矿规律以及找矿潜力,以重点突破、提高效益、快速发展为中心思想,将煤矿、石灰岩、白云岩、砖瓦用页岩、建筑用砂岩等建筑非金属矿产的地区优势矿产资源为优先勘查对象,进一步划分出6个重点勘查区块,对今后矿产资源勘查提出具体工作建议;依据内江地区矿业开发利用和区域经济发展的水平和布局,以统筹规划、因地制宜、发挥优势、规划开采、集约利用的原则,将内江地区矿业经济发展划分为两个经济区:西部矿业经济区和东南部矿业经济区。并在采矿规划区分为鼓励开采区、限制开采区、禁止开采矿区和战略储备区四种;针对目前内江矿产资源在勘查开发、矿业权管理中存在的问题和不足进行了深入的研究,提出了具体的政策建议。最后提出了新建矿山、生产矿山和闭坑矿山的矿山环境保护和相应的治理方案。该论文对在制定的内江地区第三轮矿产资源开发及发展规划具有重要的参考价值。
[Abstract]:Mineral resources are the important material base of economic and social development. It is the economic lifeline of the country. With the rapid development of China's economy since the non renewable and limited.21 century, the amount of mineral resources consumed is gradually increasing, which has caused the shortage of mineral resources, insufficient guarantee and the amount of resources. The shortage has become a hindrance to the development of our country's economic development. If we want to ensure the continuous and effective supply of mineral resources, we should strengthen the management of mineral resources exploration and development. The mineral resources planning is an important programmatic document for the state to realize mineral resources exploration and development under the conditions of socialist economy, and it is to approve mine according to law. The important basis of resource exploration and development activities is that the geological conditions of Neijiang are general, but the potential of mineral resources exploration and development is great, such as limestone, brick and tile, quartz sandstone, glass dolomite, fireclay and other advantages. In addition, Neijiang has a relatively perfect system of mineral resources selection and processing system and the number of low cost and low cost. Power, mineral resources exploration and development prospects are broad. But since the first round of the overall planning of mineral resources in Neijiang in 2001, the development of mineral resources in Neijiang still has some important problems. Due to the lack of corresponding institutional constraints, the development order and the layout of the local areas are still confused, and even some illegal and illegal behavior. Therefore, it is of great significance to carry out a new round of mineral resources planning in time. This paper is completed on the basis of the comprehensive collection of mineral land and the results of the field investigation of the mining enterprises. The paper has described and analyzed the existing data in a certain theory and systematically. First, the paper describes the area of Neijiang area. The metallogenic geological background of the region is summarized and divided in this area, and the mineral resources potential in this area is analyzed. The mineral resources status in Neijiang area is summarized, and the distribution and reserves change of the dominant energy mineral (mainly for coal mine), the nonmetallic mineral resources and so on are analyzed. The present situation and existing problems of mineral resources exploration and exploitation and utilization of mineral resources in Neijiang area are summarized. The geological conditions of shale gas accumulation in this area are summarized and analyzed. The geological characteristics and exploitation potential in the area are studied, and the shale gas far scenic spots in Neijiang area are preliminarily delineated. The economy of Sichuan province and Neijiang region is combined with the development of the mining industry. We have made an analysis of the supply and demand situation and determined the standard for the planning of mineral resources. According to the theory and methods of regional metallogeny, the metallogenic geological conditions of Neijiang, the main types of ore deposits, the metallogenic regularity and the prospecting potential are analyzed in detail, with the emphasis on the breakthrough, the high benefit and the rapid development as the central thought, the coal mine and the limestone, Dolomite, brick and tile with shale, building sandstone and other non-metallic mineral resources are the priority exploration targets. 6 key exploration areas are further divided and specific proposals for future mineral resources exploration are put forward. According to the level and layout of the development and utilization of mining and regional economic development in Neijiang, the plan is planned as a whole. The development of mining economy in Neijiang region is divided into two economic zones: the western mining economic zone and the southeast mining economic zone. And the mining planning is divided into four types: encouraging mining area, limiting mining area, prohibiting mining area and strategic reserve area, four kinds of mining area and strategic reserve area. The problems and shortcomings existed in the exploration and development and the mining right management were studied deeply, and the specific policy suggestions were put forward. Finally, the mine environmental protection and the corresponding treatment plan for the new mines, the production mines and the closed pit mines were put forward. The paper made a plan for the development and development of the third round of mineral resources in the Neijiang area. There is an important reference value.
