【摘要】：陕西省作为我国的煤炭资源大省,其煤炭产业面临着资源储量减少和资源浪费等问题。传统煤炭产业的粗放式开采及加工模式造成了严重的煤炭资源浪费及生态环境破坏,为陕西省经济的可持续发展带来了严峻的挑战。陕西省要从能源大省变成经济强省,必须兼顾眼前利益和长远利益,在保护环境的前提下发展经济。循环经济作为一种促进资源利用、环境保护与经济协调发展的模式成为陕西省煤炭产业探索新型工业化道路的必然选择。论文首先总结了国内外循环经济相关理论及循环经济在煤炭产业的研究及应用现状,同时对循环经济理论、产业发展理论及支持向量机理论进行了分析和介绍;其次以陕西省煤炭产业为研究对象,在循环经济理念的基础上构建了煤炭产业循环经济发展水平评价指标体系,再次运用支持向量机方法获取了训练样本数据和测试样本数据,对数据进行了处理,确定学习参数并对陕西省煤炭产业循环经济发展水平进行了评价与预测;最后提出了包含政策体系、企业自身、技术支持体系及法律制度共4个方面促进陕西省煤炭产业发展循环经济的对策。
[Abstract]:Shaanxi Province is a big province of coal resources in our country, its coal industry is faced with the problems such as the decrease of reserves and waste of resources. The extensive mining and processing mode of traditional coal industry has caused serious waste of coal resources and destruction of ecological environment, which has brought severe challenges to the sustainable development of Shaanxi economy. In order to transform Shaanxi Province from a big energy province into a strong economic province, it is necessary to take into account the immediate and long-term interests and develop the economy under the premise of protecting the environment. As a mode of promoting the utilization of resources, the coordinated development of environment protection and economy, circular economy has become the inevitable choice for the coal industry in Shaanxi province to explore the new road of industrialization. This paper first summarizes the domestic and foreign circular economy related theories and the circular economy research and the application present situation in the coal industry, at the same time has carried on the analysis and the introduction to the circular economy theory, the industry development theory and the support vector machine theory; Secondly, taking the coal industry of Shaanxi Province as the research object, based on the concept of circular economy, the evaluation index system of the development level of the circular economy of the coal industry is constructed, and then the training sample data and the test sample data are obtained by using the support vector machine method. The data are processed, the learning parameters are determined, and the development level of circular economy of Shaanxi coal industry is evaluated and forecasted. Technical support system and legal system are four measures to promote the development of circular economy in Shaanxi coal industry.
