FK煤业集团员工安全培训方案设计研究

【摘要】：安全生产,人命关天。安全生产是确保我国经济稳定发展的前提和保障,但其绝非仅仅是一个简单的经济问题,甚至已经成为一个极为严肃的政治问题,特别是针对当前处于我国经济风口浪尖的煤炭行业,更要注重煤炭的安全管理,使煤炭企业充分认识到安全生产的重要性,并将其作为推进生产、提高产能的首要任务来抓。一直以来,国家对煤矿安全工作所给与的态度都是非常谨慎的,颁布实施了多项与安全生产相关的法律法规,并且在监督和管理方面所投入的力度也在不断增强。针对煤矿企业而言,积极开展职工培训是非常必要的,对于煤矿企业员工培训最忌时断时续,而是要形成长效机制,将其作为攻坚的任务。同时也只有在不断的实践中用于探索和创新,才能够最大限度的提升培训的质量,进而收获更为理想的效果,将培训的作用更加全面而深入的发挥出来。本文以FK煤业集团为研究对象,该集团属于大型国有煤矿企业,从FK煤业集团员工的安全培训现状入手进行深入研究,发现该企业在对员工进行的安全培训工作中存在很多不足之处,本文将这些不足之处逐条列出并进行详细分析,找出问题的原因所在,并且以FK煤业集团“11.26”安全生产事故作为典型案例进行细致的案例分析,为FK煤业集团对员工的安全培训现状找出存在的问题及原因,根据国外煤矿企业对员工安全培训的先进经验,经过详细对照FK煤业集团在对员工安全培训工作中的不足之处逐一进行分析和讨论,并且针对该集团规模庞大,员工文化水平有限等特点,为FK煤业集团提出一套切实可行且有效的安全培训对策建议。
[Abstract]:Safety in production, people's lives are at stake. Safety in production is the prerequisite and guarantee to ensure the stable development of our economy, but it is not just a simple economic issue, or even a very serious political issue. Especially for the coal industry which is at the forefront of our country's economy at present, we should pay more attention to the safety management of coal, make coal enterprises fully realize the importance of safe production, and regard it as the primary task of promoting production and improving production capacity. All along, the state has been very cautious towards coal mine safety work, promulgated and implemented a number of laws and regulations related to production safety, and in the supervision and management of the investment is also increasing. For coal mining enterprises, it is very necessary to actively develop employee training, which is the most taboo from time to time for coal mining enterprises, but to form a long-term mechanism and take it as a difficult task. At the same time, only in the continuous practice of exploration and innovation, can the maximum improve the quality of training, and then harvest more ideal results, the role of training more comprehensive and in-depth play out. This paper takes the FK Coal Industry Group as the research object, which belongs to the large state-owned coal mining enterprise, and carries on the thorough research from the FK coal industry group employee's safety training present situation, It is found that there are many deficiencies in the safety training of the employees in this enterprise. This paper lists and analyzes these deficiencies in detail, and finds out the causes of the problems. And taking "11.26" safety production accident of FK Coal Industry Group as a typical case, the paper makes a detailed case analysis, and finds out the existing problems and reasons for the present situation of safety training for employees in FK Coal Industry Group. According to the advanced experience of foreign coal mining enterprises in employee safety training, the paper analyzes and discusses the shortcomings of FK Coal Industry Group in safety training work one by one, and aims at the large scale of FK Coal Industry Group. This paper puts forward a set of feasible and effective safety training countermeasures for FK Coal Industry Group.
