【摘要】:在每个国家的经济和社会发展过程中,基础设施起着奠定发展基调的作用,其中铁矿作为基础设施中的重要部分,需要的关注和投资是必不可少的。近年来国家对于铁矿的投资规模不断增加,同时,相关的投融资体系的改革也在稳步前进。这样的变化吸引了公众和投资者对于铁矿项目的关注,关注不仅集中在铁矿相关项目的投资效益,也涉及其投资的科学化程度。这需要相关部门重新评价建成的铁矿项目,从出现的问题中吸取教训,总结经验,促进未来铁矿投资水平的提高。文章在借鉴了国内外相关研究之余,也结合了作者参与主持两个相关后评价课题的时间经验,通过多目标决策技术和系统分析的思想,清晰的阐述了铁矿项目后评价的相关概念,提出了铁矿项目后评价的理论框架,将主要的研究重点放在了综合评价方法和评价指标体系上,并且通过案例得出了相关理论的可操作性与科学性。论文的主要研究成果及创新点为:文章说明了铁矿建设项目后评价的主要包括财务、影响、目标建设过程、融资方案、国民经济的后评价,它们分别从不同的角度反映出体况建设项目的质量情况、投资收益和管理能力,能够为之后的铁矿建设项目提供系统有效的信息。本文首先论述了中国现阶段的铁矿建设项目的融资情况,并且对比中国以及发达国家其他基础设施项目建设的融资方法,首次阐明了铁矿项目后评价在融资方面的概念,详尽的分析了这部分内容,创立了影响其融资的因素集,提出新型的模糊综合评价方法,并结合案例,论证了这一系列内容的科学性与合理性。除此之外,本文还分析了铁矿的基金征收的相关问题,即基金的使用情况、相关机制不够完善和融资数量不足。对此,提出了相应的对策,以提高融资效率及基金的使用效率。
[Abstract]:In the process of economic and social development in each country, the infrastructure plays a role in laying the tone for development, in which iron ore is an important part of the infrastructure, and the need for attention and investment is essential. In recent years, the investment scale of the iron mine has been increasing, and the reform of the related investment and financing system is steadily ahead of the same time. Such changes have attracted the public and investors' attention to iron ore projects, focusing not only on the investment benefits of iron ore related projects, but also on the scientific degree of their investment. This requires the relevant departments to reevaluate the completed iron ore projects, learn lessons from the problems emerging, sum up experience, and promote future iron ore investment levels. With reference to the relevant research at home and abroad, the article also combines the author's experience in hosting the two related post evaluation subjects. Through the idea of multi target decision technology and system analysis, the relevant concepts of the post evaluation of iron ore project are clearly expounded, and the theoretical framework for the post evaluation of iron ore projects is put forward, which will be the main research. The focus is on the comprehensive evaluation method and evaluation index system, and the feasibility and scientificalness of the related theories are obtained through the case. The main research results and innovation points of the paper are as follows: the article shows that the post evaluation of the iron ore construction project mainly includes finance, influence, construction process, financing scheme, and the post evaluation of the national economy, From different angles, they reflect the quality of the construction project, the investment income and management ability, which can provide systematic and effective information for the iron ore construction projects. This paper first discusses the financing situation of China's current iron ore construction projects, and other infrastructure projects than China and the developed countries. The financing method of the construction is first clarified the concept of the post evaluation of iron ore project in financing, detailed analysis of this part, set up a set of factors affecting its financing, put forward a new fuzzy comprehensive evaluation method, and combined with the case to demonstrate the science and rationality of this series of contents. In addition, this paper also analyzes iron ore. The related problems of the fund expropriation, that is, the use of the fund, the inadequacy of the related mechanism and the lack of financing, put forward the corresponding countermeasures in order to improve the efficiency of financing and the efficiency of the fund.
