煤矿安全检查力度对矿工不安全行为的管控有效性研究

【摘要】:安全检查是煤矿安全管理工作的一种直接有效的手段。但目前煤矿的安全检查工作出现了脱离实际、执行不严等问题,难以有效管控矿工不安全行为、排查隐患。于是,学者们提出了安全检查力度的概念,以期提高安全检查效果,有效管控矿工不安全行为。因此,开展煤矿安全检查力度的影响因素分析及测量研究,探讨安全检查力度对不安全行为的影响关系和管控有效性,具有很大的现实意义。本文首先梳理了煤矿安全检查力度、不安全行为意向和矿工不安全行为管控等相关文献,基于计划行为理论、不安全行为管控理论、多层次理论和系统动力学理论构建了本文的研究框架。其次,分析了不安全行为意向对矿工不安全行为的影响关系,研究了安全检查力度的跨层次调节作用,提出研究假设并构建模型。然后,运用SPSS 19.0和AMOS 20.0对煤矿安全检查力度问卷、不安全行为意向问卷、矿工不安全行为问卷进行信效度检验,通过SPSS线性回归模型和HLM多层次线性模型对所构建的跨层次模型进行验证。最后,基于系统动力学原理,构建了煤矿安全检查力度对矿工不安全行为管控的SD模型,以不安全行为水平(不安全行为次数)作为衡量管控有效性的指标,运用Vensim PLE软件对管控模型进行了仿真模拟分析。研究表明,不安全行为意向对矿工不安全行为存在显著正向影响;安全检查力度在不安全行为意向和不安全行为之间起跨层次调节作用,安全检查力度减弱不安全行为意向对不安全行为的正向影响;安全检查力度的四个维度安全检查制度、违章处罚、安全文化氛围、安全奖惩,负向调节不安全行为意向和不安全行为之间的关系;在管控系统的作用下,矿工不安全行为水平大幅度下降,揭示了煤矿安全检查力度对矿工不安全行为的管控有效性;不同的管控子系统对矿工不安全行为的管控效果也不同,在各变量管控力度改变量相同的情况下,各子系统的变化对矿工不安全行为的管控效果的明显程度依次为:安全文化氛围安全检查制度违章处罚安全奖励,管控效果最好的是安全文化氛围,最后的是安全奖励。基于实证研究结果,从塑造良好安全文化氛围、健全安全检查制度、合理化安全奖惩等方面提出了相关管理建议。本文的研究为以后煤矿安全检查力度、不安全行为管控的深入研究提供了新的思路,并为煤矿管理者管控员工不安全行为、提高煤矿安全管理水平提供决策依据。
[Abstract]:Safety inspection is a direct and effective means of coal mine safety management. However, the safety inspection of coal mines is out of touch with reality and is not strictly executed, so it is difficult to effectively control the unsafe behavior of miners and investigate hidden dangers. Therefore, scholars put forward the concept of safety inspection, in order to improve the effectiveness of safety inspection and effectively control unsafe behavior of miners. Therefore, it is of great practical significance to analyze and measure the factors influencing the intensity of coal mine safety inspection, and to explore the relationship between the intensity of safety inspection and unsafe behavior and the effectiveness of control and control. This paper firstly combs the relevant literature on coal mine safety inspection intensity, unsafe behavior intention and miner unsafe behavior control, based on the theory of planning behavior, unsafe behavior control theory, The multi-level theory and the system dynamics theory construct the research frame of this paper. Secondly, the influence of unsafe behavior intention on miners' unsafe behavior is analyzed, and the interhierarchical regulation of safety inspection is studied, and the research hypothesis is put forward and the model is constructed. Then, SPSS 19.0 and AMOS 20.0 were used to test the reliability and validity of coal mine safety inspection intensity questionnaire, unsafe behavior intention questionnaire and miner unsafe behavior questionnaire. SPSS linear regression model and HLM multilevel linear model are used to verify the cross-level model. Finally, based on the principle of system dynamics, the SD model of coal mine safety inspection is established to control the unsafe behavior of miners. The level of unsafe behavior (unsafe behavior times) is taken as the index to measure the effectiveness of control. The control model is simulated and analyzed by Vensim PLE software. The study shows that unsafe behavior intention has a significant positive effect on unsafe behavior of miners, and the intensity of safety inspection plays an important role in regulating unsafe behavior intention and unsafe behavior. Safety check intensity weakens the positive influence of unsafe behavior intention on unsafe behavior; four dimensions of safety inspection system, violation punishment, safety culture atmosphere, safety reward and punishment, The negative regulation of the relationship between unsafe behavior intention and unsafe behavior, under the control system, the level of unsafe behavior of miners decreased significantly, which revealed the effectiveness of coal mine safety inspection on the control of unsafe behavior of miners. Different control subsystems have different control effects on unsafe behavior of miners. The obvious degree of the control effect of each subsystem on miners' unsafe behavior is as follows: safety culture atmosphere safety inspection system penalizes safety reward the best control effect is safety culture atmosphere and the last one is safety reward. Based on the results of empirical research, this paper puts forward some relevant management suggestions from the aspects of shaping a good safety culture atmosphere, perfecting the safety inspection system, rationalizing safety rewards and punishments, and so on. The research in this paper provides a new idea for the further study of coal mine safety inspection and unsafe behavior control, and provides a decision basis for coal mine managers to control the unsafe behavior of employees and improve the level of coal mine safety management.
